    [ltr]The Iraqi parliament ended the budget marathon by voting on its paragraphs, to go a long way and resolve the debate continued for months by approving the general budget for 2018 deficit exceeded the 12 trillion and 514 billion Iraqi dinars.[/ltr]
    [ltr]The Iraqi parliament resumed Saturday a public session to complete the vote on the paragraphs of the federal budget for Iraq for the current year, after a delay of months on the background of disagreement on issues related to the subject of the share of the Kurdistan region and reconstruction plans in areas affected by violence, and two days after the vote on 12 articles Of the budget before it falters after violating the quorum.[/ltr]
    [ltr]Salim al-Jubouri, Speaker of Parliament, chaired the 13th session, which also witnessed the vote on the budget of the judiciary, the House of Representatives and the High Commission for Human Rights.[/ltr]
    [ltr]According to the draft budget, the allocations of public expenditure exceeded the amount of 104 trillion and 158 billion Iraqi dinars, while the total budget deficit more than 12 trillion and 514 billion Iraqi dinars, or about 10 billion dollars.[/ltr]
    [ltr]The budget law adopted the price of a barrel of oil 46 dollars per barrel at an export rate of three million and 880 thousand barrels per day of which 250 thousand barrels per day from the fields of Kurdistan region.[/ltr]
    [ltr]And continued the Iraqi Council of Representatives today, despite the political strife, the party was mainly the Kurdistan Alliance deputies, the vote on the remaining articles of the budget 48, which included the delivery of revenues of the Kurdistan region to the federal government and the transfer of revenues of ministries to the treasury of the state and pressure the expenses of the three presidencies and cancel the deduction ratio 3.8 % Of the total salaries and allowances of all state employees, while the lawmakers refused to vote on Article 32 of the budget and canceled because of the tax increase from 10 percent to 12 percent and also deleted Article 38 of the budget also.[/ltr]
    [ltr]The budget law also includes the opening of a current account in the name of the Popular Lobby.[/ltr]
    [ltr]It included granting employees a four-year leave, granting of advances to citizens, supporting the Reconstruction Fund for Destroyed Areas and restructuring ministries.[/ltr]
    [ltr]The budget, in its 40th article, gave powers to governors that were owned by ministers but legislators rejected them.[/ltr]
    [ltr]The budget also included six new items, including the allocation of land plots to state employees related to the minimum wage and obligate the Ministry of Defense to send the names of the highest salary recipients and the financial and legal status of the components of the Awakening.[/ltr]
    [ltr]It is noteworthy that the meeting witnessed the boycott of the Kurdish deputies, because of the insistence of the Iraqi government to reduce the share of Kurdistan region of 17%.[/ltr]
    [ltr]The deputies of the Kurdish blocs have also withdrawn from the meeting last Thursday on the background of non-response to the points of disagreement in the draft law, which pertain to the calculation of the proportion of the region of 17 percent and salaries of employees of the region and the use of the term of the provinces of Kurdistan as well as salaries of Peshmerga and compensation of staff of the region.[/ltr]
    [ltr]The Iraqi government insists on calculating the 12 percent share of the Kurdistan region in the federal budget, as well as control over the revenues of border crossings and airports and oil exports from the fields of the region through Ceyhan, where the dispute between the federal government and the region still exists.[/ltr]
