North Korea confirmed on Sunday that it would not negotiate with the United States and that it never sat down to negotiate on its terms, but on the principle of equality and equal dialogue.
"The dialogue with Washington is possible, provided that it is fair and does not impose preconditions on it," Pyongyang's foreign ministry spokesman said.
"We have not accepted for decades to sit down to Washington in accordance with its preconditions for negotiation, and we will never relinquish this principle of dialogue with it."
