The Council of Ministers held its forty-seventh regular in Baghdad on Tuesday, November 12, 2013 under the chairmanship of Prime Minister Nuri al-Maliki issued by the Board the following decisions:

1 - Adoption of the recommendations of the Commission compensate the victims of the Tigris River basin flooding problem under Diwani Order No. (9) for the year 2013, as follows:

A - approval of the special emergency grant the affected due to rains and floods in the basin of the Tigris River's (5333) affected the amount of $ (2,000,000) two million dinars for each family affected.

B - The Office of the Minister of State for Provincial Affairs to send the records of the damage caused to the role of buildings and damage to agriculture and livestock to the relevant ministries for a statement of opinion in question so that the aforementioned committee consideration.

2 - Approval of the recommendations of the Ministerial Committee formed about it Diwani No. 34 of 2013 to compensate those affected by the rains and floods (recommendations 1-4) and customize the amount of (306,172,025,000) dinars, and the disposal of compensation in full for requests without ten million dinars, and by 50% for this year for those who exceeded the amount of ten million dinars and the remaining payout in the next year, and the opening of a special account to pay compensation on behalf of the Ministry of Agriculture.

3 - A - approved the implementation of a mechanism receipt, marketing and prices, followed in 2012 and which had already been approved under the Council of Ministers Resolution No. (379) for the year 2012, and contained in the letter of the Ministry of Agriculture with the number 1449 on 11.07.2013.

B - cancel the paragraph relating to the establishment of the Iraqi company for manufacturing and marketing of dates of receipt of the crop in question contained the decision of Council of Ministers No. (257) for the year 2013, the mandate of the Ministry of Agriculture of receipt.

4 - approve the recommendation of the Committee on Economic Affairs on the approval of the recommendations of the Commission to identify the mechanism and to develop appropriate controls for contracting companies and the Ministry of Industry and Minerals with Iraqi companies and private Arab and foreign in order to develop the production and performance of these companies, the problem under it Diwani No. (112) for the year 2012, provided that the applicable regulations sharing contracts currently in force, and holds the relevant ministries review their own sharing contracts and in line with those of the controls.

5 - approve the recommendation of the Committee on Energy on the Assignment of tender (EPC-REP/009/2013) for project implementation system pipeline export Akkas gas-style design, processing and construction (EPC) custody Inc. (STX), South Korea and the total amount of $ (449 million) four hundred and forty-nine million and under the conditions required technical, and the period of implementation of standing (46.5) months, and on the basis of lower prices and an appropriate proportion of technical compliance.

6 - Adoption of the recommendations of the joint meeting between the Ministry of Agriculture and the advisers in the Prime Minister's Office on the campaign against scourge الدوباس and contained in the letter of the Ministry of Agriculture No. 1459 on 11.12.2013.

7 - Approval of the draft accession of the Republic of Iraq to the convention of the International Institute for the Unification of Private Law (UNIDROIT) regarding cultural property stolen or exported illegally, which entered into force on 1/7/1998, and referred to the House of Representatives, according to the provisions of Articles ( 61 / I and item 80 / item II) of the Constitution.

8 - Approval of the bill and the Ministry of Electricity, the auditor by the State Council and forwarded to the House of Representatives, according to the provisions of Articles (61 / item first) and (80 / item II) of the Constitution.

9 - approved a draft law regulating the work of consultants, the auditor by the State Council, and forwarded to the House of Representatives based on the provisions of Articles (61 / I and item 80 / item II) of the Constitution.
