    Baghdad's provincial council revealed on Monday its plan to deliver services and infrastructure to the areas of the outskirts of Baghdad, stressing that all projects exist and can be completed, but the lack of funding and the failure to approve the budget was a reason not to complete.
    "The provincial council has completed its plans in advance and presented them to the Ministry of Planning in order to initiate them to deliver services to all areas of the outskirts of Baghdad, which suffer from poor services and infrastructure," council member Jassumat al-Azerjawi said in a statement.
    She added that "the projects exist and need only funding," explaining that "political problems and the insistence of President Fuad Masum to bring about a change on the budget, prevented the adoption of."
