    Russia on Tuesday vetoed a US draft resolution on the UN Security Council calling for the creation of a new commission of inquiry to determine responsibility for chemical weapons attacks in Syria.
    Twelve out of 15 US states supported the draft, while Bolivia joined Russia in voting against the draft resolution and China abstained. 
    In order to pass a resolution in the Security Council, it needs nine votes, with none of the permanent members - Russia, China, France, Britain and the United States - using veto power. 
    "This decision is the minimum that the Council must do to respond to the attack," US Ambassador to the United Nations Nicky Healy told the council before the vote, referring to reports of a deadly gas attack in Douma, Syria. 
    The United States and other Western powers are considering military action in response to the attack on Saturday

    Russia on Tuesday vetoed a US draft resolution on an independent investigation into chemical weapons claims in the Syrian city of Douma. 

    The vote came at an emergency UN Security Council meeting in which the United States offered to deny the suspected chemical attack, calling for humanitarian aid to the "long-delayed zone" and calling for an independent investigation. 
    For its part, Russia has submitted a draft resolution on the provision of a joint mechanism for the investigation, which is not completely independent, in which the investigators propose to hold the responsibility, and that the final decision belongs to the Security Council itself. The Russian draft resolution only supported a fact-finding mission by the Organization for the Prohibition of Chemical Weapons Russia to collect votes to support its draft resolution. 
    The Organization for the Prohibition of Chemical Weapons (OPCW) announced Tuesday that it would send a fact-finding mission "in a short time". 
    The Russian envoy said the West was trying to justify a military strike against Syria. 
    "There were no traces of the use of chemical weapons in Syria," he said at a UN Security Council meeting on Wednesday. He reiterated Russia's rejection of the US draft resolution. 
    "The West is trying to justify a military strike against Syria," he said. 
    "China supports an objective and independent investigation into the use of chemical weapons in Syria," the Chinese ambassador to the UN Security Council said. 
    He stressed "the importance of a political solution to the Syrian crisis," calling for "maintaining the unity of the Security Council."
