    Examined the General Secretariat of the Council of Ministers file of total quality management and organizational excellence in the presence of the international expert in quality management and knowledge management. 
    been in session (29) of the meetings regular, chaired by the Secretary General of the Council of Ministers Ali Mohsen Ismail and the presence of Assistant Secretary-General for Administrative and Financial Affairs Obaid replace Freeh and Assistant Secretary-General for ministries and provinces Rahman Issa Hassan and general managers of the Chambers of the Secretariat and their assistants. 
    was during the meeting to review the program and the components needed to create an institution with high efficacy include compatibility and integration towards the vision, strategy, human resources and systems used. 
    has identified steps to implement total quality management system in the Secretariat to form a team temporary work and the adoption of the current organizational structure and provide the team work assignments each formation executed electronically, data analysis and subjecting the results to the comprehensive quality program and institutional development. 
    This is in addition to a comprehensive survey of the reality of the work of the formations Secretariat and organizational structure to identify gaps and diagnosis of the requirements and the diagnosis and analysis capabilities of team work in management overall quality and institutional development program in order to determine the required training and qualification.
