This is not the 2013 budget, just an Analysis of Iraqs budget, aka opinion of a researcher :



The United Nations’ Joint Analysis Policy Unit (JAPU) has issued a background paper on Iraq’s budget for 2013.
The Government expenditure for 2013 totals IQD 138.4 Trillion ($ 118.3 Billion), with an increase of 18% over 2012 and exceeding 70% of GDP. The budget has three main headings: Energy, Security / Defense and Social Services, accounting for 21%, 14%, and 13% respectively of total budget.
Investment Expenditure represents 40% (IQD 55.1 Trillion) of government budgeted expenditure, the largest ever for Iraq. Investment in Oil and Electricity amounts to over 43% of the investment expenditure.
Government budgeted revenues amount to IQD 119.3 Trillion, with revenues from oil making 93%. The increase in oil revenues, made it possible for the government to cover its operating expenditure and allocate more to investment, yet heavy reliance on oil resulted in a budget fragile to oil shocks, and government going through complementary budgeting, and excessive delays in investment projects implementation. DUTIES
AND RESPONSIBILITIES



Under
the overall guidance and supervision of the Team Leader, Joint Analysis and
Policy Unit (JAPU), the Research Analyst Officer will be responsible for
performing the following duties:





  • Analyze political,
    security, social and other related events in Iraq with a view to provide
    advice to the Joint Analysis and Policy Unit (JAPU);

  • Liaise with Office
    of Political Affairs, Security (SSI), Heads of Substantive Sections,
    Government, Law Enforcement and Civil Society organizations; maintain
    contacts with the counterparts in the UN and international partners;
  • Prepare analytical
    reports and papers on matters of the Mission's concern and
    assist
    in integrating incoming information with current political and security
    analytical information
    ; prepare and maintain the situation map;

  • Provide up-to-date
    information to senior UNAMI officials regarding substantive political
    matters and country or regional issues;

  • Gather, select and
    analyze qualitative and quantitative information on political situation
    in Iraq contained in communications and publications received from
    different open sources
    . Maintain up-to-date knowledge of events in Iraq
    relating to political issues in general and in particular as they affect
    the operation of government institutions including the Cabinet,
    Parliament and independent agencies.
    Maintain up-to date profiles of Iraqi governorates. Assist
    in establishing and maintaining systematic, cross-referenced unit
    records and files;

  • Monitor regional
    political and security developments and provide advice to the Team
    Leader;

  • Maintain contacts
    with other sectors of the Mission, counterparts in the UN, international
    partners and government authorities;

  • Participate in
    fact-finding and other missions within assigned area of responsibility;

  • Assemble and proofreads reports and assist in
    consolidating them into unit analytical products;

  • Act as verbal and
    written translator when assigned by the chief of section;

  • Act as a liaison
    with internal and external groups/individuals to provide analytical
    assistance, collect and/or disseminate data, and share information;

  • Perform other
    related duties as required.

advanced university degree.

Experience: At least five years of progressively responsible
professional experience in international relations, political analysis or
conflict resolution work at national and international levels, and more
specifically in the region of assignment; experience in missions and /or
prior work in operations. Previous experience in humanitarian or relief
field work, national foreign service, international organization, permanent
mission to UN or peacekeeping operations.

Language: Good command of English and Arabic (both oral and
written). Knowledge of Kurdish would be a very important asset.

Specific Skills: Researching,
gathering, organizing and analyzing data and drawing logical conclusion. Identifying
problems, analyzing alternatives and making viable recommendations. Use of
computer software programs. Interviewing, listening or documenting
information to obtain input from diverse sources. Editing and proofreading
written materials for accuracy and adherence to policies and procedures.
