    (Encyclopedia of this Day News | Iraq News ) - Japan's defense minister said, Aitsonora Onodera, Saturday, said that it is important not to reward North Korea simply agreeing to dialogue, it must take concrete action to dismantle all of its nuclear and missile programs.

    But his South Korean counterpart urged dialogue to help North Korea join the international community and said its leader Kim Jong-un should be presumed.

    The apparent disagreement is between US allies ahead of a planned summit between Kim and US President Donald Trump on June 12 in Singapore to discuss ending North Korea's nuclear weapons program.

    At the Shangri-La Security Forum in Singapore, Unodera said North Korea had entered into agreements to end its nuclear program in the past for further activities to develop its weapons.

    "In the light of North Korea's past behavior, it is important not to reward them for agreeing to dialogue," he said.

    The only way to achieve peace was to verify that North Korea was making concrete moves to end all nuclear programs and develop ballistic missiles, whatever their scope, he said.

    North Korea signed two agreements in 1994 and 2005 to end its nuclear weapons program in exchange for diplomatic and economic advantages. But in 2006 it went ahead with the first test of six nuclear tests, leading to a series of UN sanctions.

    After taking over as president, South Korea placed dialogue with North Korea as its top priority to end decades of hostility and achieve lasting peace and publicly vowed that it would never seek to destroy its neighbor.

    South Korean Defense Minister Song Yong-moo acknowledged there was debate over the extent of nuclear disarmament Kim should agree to, but said if the focus was on the dispute rather than on moving forward, the dialogue would make no progress.

    "But there must be a complete, verifiable and irreversible disarmament of nuclear weapons and that should be implemented, and I think Kim Jong-un will accept," Song told the forum.

    "If you continue to doubt Kim Jong-un's motives, this will turn into an obstacle to dialogue and progress," he said.
