    Israel on Tuesday maintained the possibility of eventual ties with Syria under Bashar al-Assad, citing the progress made by Syrian government forces in the seven-year civil war that Israeli officials initially expected to oust Assad.
    Government troops, supported by Russia, made progress in the south-west of the country and were on the threshold of Quneitra, controlled by the opposition and bordering the Syrian-occupied Golan Heights. These gains have raised Israel's concern over Assad's attempt to deploy government forces there in defiance of the 1974 cease-fire agreement between Israel and Syria, which bans the military buildup on both sides of the Golan or restricting it.

    During his tour of the Golan, Israeli Defense Minister Avigdor Lieberman stepped up his threats to resort to military force if Syria deployed troops there. "Any Syrian soldier entering the buffer zone would endanger his life," he told reporters.

    But Lieberman apparently acknowledged that Assad would regain control of the Syrian side of the Golan Heights.

    Asked by a reporter whether there would be a time when the Quneitra crossing would reopen under the ceasefire agreement between Israel and Syria and whether Israel and Syria could establish a "sort of relationship" between them, Lieberman said: "I think we are far from achieving But we do not rule out anything. "

     

    Lieberman's remarks may signal a more open approach toward Assad ahead of Israeli Prime Minister Benjamin Netanyahu's visit to Moscow on Wednesday, where he is scheduled to hold talks on Syria with Russian President Vladimir Putin.

    Although officially adopted as a neutral position from the Syrian civil war, Israel has launched dozens of air strikes against suspected Hezbollah proliferation or transfer of weapons within Syria, which Israel considers a greater threat than Assad himself. Israel has warned Assad against supporting such operations.

    Netanyahu warned both Iran and Syria after talks in Jerusalem on Tuesday with Russian envoy to Syria Alexander Lavrentyev and Russian Deputy Foreign Minister Sergei Verchinen.

    "At the meeting (with Putin), the prime minister will make it clear that Israel will not coordinate with the increased military presence by Iran or its proxies anywhere in Syria, and that Syria must strictly adhere to the 1974 disengagement agreement," an Israeli official statement said.

    Under the Assad family, Syria conducted direct negotiations with Israel in the United States in 2000 and indirect Turkish-brokered talks in 2008. These discussions focused on the possibility of Israel handing over all or part of the Golan Heights occupied in 1967.

    But the two sides have not signed any agreements. After the outbreak of the civil war in 2011, Israeli officials, including former Defense Minister Ehud Barak, predicted the fall of Assad within weeks. But the war turned to Assad in 2015 when Russia intervened militarily to support him. Iran and Lebanon's Hezbollah also sent reinforcements to Syria.

     

    "This attempt to establish a terrorist infrastructure under the auspices of the Syrian regime is unacceptable to us and we will take very strong measures against any terrorist infrastructure that we see or identify in this region," Lieberman said during his tour of the Golan Heights.
