announced that the United Nations , on Friday, its willingness to negotiate with Russiaand the Syrian regime on the return of displaced persons and refugees to their homes in Syria . 

At a press conference, Deputy Spokesman for the Secretary-General of the United Nations, Farhan Haq, said that information received on Wednesday on the announcement of Moscow and the Syrian regime to work to establish a center to help returnees to their homes. 

He added that the details of the plan had yet to be shared with UNHCR, but was ready to engage in discussions on its details with both sidesIn a related context, the "right" that the Commission urges all parties in Syria to protect and provide safe passage for displaced people because of the recent fighting in the south of the country. 

"Some 140,000 displaced people from the south-west still need a safe passage to leave the area, as well as immediate humanitarian assistance, protection and shelter," he said. 

He pointed out that about 13 thousand refugees in neighboring countries, and 750 thousand displaced, returned to their areas in Aleppo and Homs , Hama, Damascus and its countryside, and the south-west and north, during the first six months of this year. 

He emphasized that UNHCR was still working to strengthen the response to humanitarian needs and to provide protection to refugees, returnees and other affected populations.
