Alsumaria News published the text of the second sermon for Friday prayers Imam of the representative of the Supreme Religious Authority Sheikh Abdul Mahdi Al-Karbalai on 13/7/1431 AH corresponding to 27/7/2018, which touched on the current political situation in the country. 

The 

religious authority has long appreciated what can happen if real and serious steps are not taken for reform, fighting corruption and achieving justice. Social, and therefore over the past years dictated by the moral position of advising officials and citizens to avoid access to the current tragic situation.

The religious authority has repeatedly advised senior government officials and leaders of political forces to recognize the magnitude of their responsibility and to renounce artificial differences, which are based solely on personal and factional interests. They collect their words on the administration of the country in order to achieve well-being and progress for their people and to take justice in granting salaries and benefits. And the allocations .. And work for reform .. And refrain from protecting the corrupt parties and their owners .. 

And warned them in Friday sermon three years ago that those who are opposed to the reform and are betting that the claims are low .. They must know that reform is a necessity Of them .. If the manifestations of the claim for a period of time, it will come back at another time stronger and much wider than when it is regrettable ..

As advised the citizens whenever the date of the parliamentary and local elections that the reform and change for the better, which is the demand of all and the urgent need of the country will not be achieved only by you and if you do not work correctly, it will not happen, and the best mechanism for him is conscious participation in elections based on good choice, The election of the competent good who is keen on the supreme interests of the Iraqi people ... and prepared to sacrifice for the sake of serving his sons. 
To this end, the religious authority demanded that the electoral law be fair and that the votes of voters should be protected and 

that they should not be circumvented. As stipulated by the constitution - and not subject to partisan quotas, and warned that failure to provide these conditions will lead to the despair of most citizens of the electoral process and reluctance to participate in it.

However, as everyone knows, things did not go according to the wishes of the religious authorities. Most of the citizens continued to suffer because of the lack of services, the spread of unemployment and the unprecedented decline in the agricultural and industrial sectors. This is a natural result of the widespread financial and administrative corruption in various state institutions and institutions ... and away from the professional controls in the conduct and management .. 

Today and after all that happened in the past weeks of attacks rejected and condemned peaceful demonstrators and the security forces and public and private property and dragged - unfortunately - to bloody clashes left a number It is necessary to work on two tracks: 

first, to find the current government to achieve what can be achieved urgently from the demands of citizens and thus reduce their suffering and their brothers.

Second: The next government should be formed as soon as possible on the right bases of efficient and fair competencies. The Prime Minister shall bear full responsibility for the performance of his government and shall be firm and strong and courageous in combating financial and administrative corruption which is the basis of most of the country's suffering. And its 
government undertakes to work in accordance with a program prepared on scientific bases, including taking effective and deliberate steps, including the following: 

1 - Adoption of proposals for draft laws to be submitted to the House of Representatives containing Cancel or infringe The laws in force that grant rights and privileges to certain categories are incompatible with the promotion of equality and justice among the people. 

2 - submit draft laws to the House of Representatives to fill the legal gaps that are exploited by the corrupt to achieve their purposes,
And gave the Integrity Commission and other regulatory authorities broader choices in fighting corruption and standing up to the corrupt. 

3. The application of strict controls in the selection of ministers and other government appointments, especially for senior positions and special grades so as to prevent them non - specialists and accused of corruption and discriminate between citizens according to their religious affiliation or political and taking advantage of government websites for the benefit of themselves or their relatives or their parties , and so on .. 

4 To instruct the Office of Financial Supervision to end the audit in the final accounts of the general budgets in previous years and all contracts and financial allocations for previous years at the level of each ministry and governorate, and the need to announce the audit results with high transparency to reveal 
The next House of Representatives must take seriously all the reform steps and approve the necessary laws. 

If the government disengages from the work it undertakes or fails in the House of Representatives or the judiciary, the people can only develop their peaceful protest methods to impose their will on the officials. By all the good forces in the country, and 
then the scene will have a different face than it is today, 

but we hope that there is no need for this and overcome the mind and logic and the interest of the country at those who are in positions of responsibility and their decision to resolve it before it is too late. And Allah is the one who pays for righteousness.
