The Iraqi negotiator .. Aliso Dam

This is due to the report of the International Commission on Dams in 2000, which indicated that 45,000 dams have not fulfilled their promises and benefits and that their environmental, social and economic costs are far higher than their benefits. Historical transformations The first chapter guarantees that the policies of the neighboring countries will not be used to build large dams without consultation with Iraq, contrary to international norms, good neighborly principles and the impact on Iraq's water security through the establishment and operation of the dam without taking into account the principle of justice and fairness. In the same chapter, the writer pointed out that the older Iraqis used the waters of the Tigris and Euphrates Rivers until they were named Mesopotamia. However, in a dramatic historical shift in which the last decades played an important role, Iraqis find themselves today the weakest in assessing the security of the Mesopotamian communities , The author conveyed to us a picture that "those rivers have inherited and recovered .. How can we betray honesty?" It is not for Mesopotamia to live without its raiders. The Iraqi negotiator While criticizing the second chapter in a quick review of the situation and the position of the negotiator and the Iraqi official in the common international water landscape, reviewing selected models of positions of Iraqi ministers and officials on the Alesso dam specifically marked by weakness, pointing to the lack of a reference document studying the dimensions of the problem at present and the future and seriousness, The lack of coordination and competition between the various legislative and executive authorities and the authorities of the Kurdistan region and local governments, as well as the lack of coordination and competition within the central government itself and the meaning of the relevant ministries and their differences on the management of such a dangerous file, The Ministry of Foreign Affairs has a key role to play in coordination with the Ministry of Water Resources, while benefiting from the expertise of the relevant ministries such as the Ministry of Environment, Agriculture and Planning, pointing out that they are easy to change if there is real will and effort . Chapter III referred to the importance of the Convention on the Law of the Non-Navigational Uses of International Watercourses of 1997, which entered into force in May 2014.
