The United States will take a tough stand on Monday from the International Criminal Court in The Hague, threatening to impose sanctions on its judges if they begin to investigate allegations of war crimes committed by Americans in Afghanistan.
John Bolton, national security adviser to President Donald Trump, will make the announcement in mid-day to the Federal Assembly, a conservative group in Washington. This will be his first major speech since joining the White House during the Trump era.
"The United States will use any means necessary to protect our citizens and fellow citizens from the unfair prosecution of this illegal court," Bolton said in a draft of his speech seen by Reuters.
Bolton will also say that the State Department will announce the closure of the PLO office in Washington out of concern over Palestinian attempts to push the ICC to open an investigation into Israel. "The United States will always stand with our friend and ally Israel," said the draft.
On Thursday, the Palestinian Foreign Ministry renewed its demand for a speedy investigation and opened an official investigation into the crimes of the Israeli occupation and settlers.
According to the letter, the Trump administration will "respond" if the ICC formally opens an investigation into allegations of war crimes committed by US or intelligence personnel during the war in Afghanistan.

If such an investigation is opened, the Trump administration will consider preventing judges and prosecutors from entering the United States and imposing sanctions on any funds they have in the US financial system and prosecuting them before the US court system.
"We will not cooperate with the International Criminal Court," Bolton said in his draft. We will not provide any assistance to the ICC. We will not join the International Criminal Court. We will let the ICC die on its own. "
According to the text, the United States may also negotiate more binding bilateral agreements that prevent states from extraditing Americans to the court in The Hague.
The aim of the Tribunal is to bring to justice the perpetrators of war crimes, crimes against humanity and genocide.
The United States did not ratify the Rome Statute, which established the International Criminal Court in 2002, when then President George W. Bush opposed the tribunal. Former President Barack Obama has taken some steps to cooperate with them.
"We will consider taking steps in the UN Security Council to restrict the overall jurisdiction of the tribunal, including ensuring that the ICC does not exercise jurisdiction over Americans and nationals of our allies who have not ratified the Rome Treaty," Bolton said.
