    The party called the civil track, Tuesday, the Council of Ministers to withdraw decisions "cause economic chaos and contrary to the laws in force" for the Iraqi economy. 

    "The party demands that the Council of Ministers not to issue resolutions contrary to the laws in force, especially in the field of economic development, which needs to be well-planned, its steps are legislated through a package of laws in the Iraqi Council of Representatives," party leader MP Muthanna al-Samarrai said in a statement received by Alsumaria News. "He said.

    Al-Samarrai pointed out that "the decision of the Council of Ministers No. 336 issued on 28/8/2018, which includes the adoption of the recommendations of the preliminary meeting of the Iraqi Economic Development Conference, contained a clear violation of the law, especially the fifth paragraph of the recommendations which provided (not to require certification of the certificate of origin and invoices in commercial attachés For the purpose of customs and only the ratification of the Chamber of Commerce and Industry in the country of origin or intermediary country), "noting that" this paragraph is clearly contrary to the law on the ratification of Iraqi documents No. 52 of 1970 and Law No. 54 amended in 1971. " 

    Al-Samarrai stressed that "this decision will have negative effects on the Iraqi economy and not vice versa, because it is only a certificate of origin or the country mediator without being filtered and monitored by the Iraqi commercial attaches, which is a safety valve to enter the goods to the country and prevent the entry of companies listed by the state blacklist "He said.

    "The feasibility of such decisions, which will contribute to the chaos of trade is not controlled and may open gaps can be exploited by the entry of prohibited or non-conforming to Iraqi specifications to the country." 

    Al-Samurai said that "the real problem is the procedures at some border crossings, which are exploited by some corrupt to blackmail traders," expressing his surprise at "the decision of the Council of Ministers, which instead of developing solutions to eliminate corruption and reconsider the procedures at the border crossings, As well as revenues to the General Treasury represented by the fees charged by the attachements to certify the certificates and bills of goods imported to Iraq .

    Al-Samarrai called on the Cabinet to "withdraw these decisions and examine them thoroughly and transfer them to the House of Representatives as a draft amendment to the laws already mentioned and regulating the export and import procedures commensurate with the need of the country to develop its economic reality."
