    The Iraqi parliament resumes Tuesday the session of the election of the President of the Republic after his failure on Monday to choose a candidate for the post allocated since 2005 to the Kurds, and witnesses for the first time a confrontation between the two main Kurdish parties. 
    Half of the deputies arrived at the parliament hall on schedule at 8 pm (1700 GMT). 
    However, President Mohamed Halabousi announced after more than an hour to postpone the meeting for lack of quorum, pointing out that the session will resume Tuesday at 1 pm (10:00 GMT). 
    The voting process in the Federal Parliament, after the legislative elections in the region, is expected to show results by Wednesday evening, the balance of power of the two historic parties.
    Since the fall of the regime of Saddam Hussein in 2003, the Patriotic Union of Kurdistan (the party of the late President Jalal Talabani) dominated the post of President of the Republic, on the basis of an implicit agreement with his rival the Kurdistan Democratic Party led by Massoud Barzani, who in turn retained the presidency of the Kurdistan Region. 
    But this year, the competition seems fierce, especially after the freezing of the presidency of the region, and the Kurdistan Democratic Party considered the previous agreement by virtue of the repealed, especially as it is the largest Kurdish parliamentary bloc in Baghdad.

    - A race between two friendly allies - the 
    competition is limited to the succession of Fouad Masoum, between the candidate of the Patriotic Union of Kurdistan, the former prime minister in the region, deputy prime minister in the government of Nuri al-Maliki between 2006 and 2010 Barham Saleh, and the candidate supported by the Democratic Party of Kurdistan rival Fuad Hussein, To the Presidency of the Kurdistan Region. 
    Thus, the two parties entered into a heated political battle in Baghdad, where the candidates intensified their rounds and meetings in the capital and the south of the country, seeking support from various political parties who have the largest number of deputies to form the next government. 
    Fahm Saleh, 58, a moderate figure with convincing advantages to Baghdad, is under criticism by Erbil. 
    On the other hand, the Kurdistan Democratic Party for the first time, Fuad Hussein, 69, as a candidate to receive support Barzani.
    Hussein is known as a longtime opponent of Saddam Hussein's regime and also has power points in Baghdad, especially since he, along with Saleh, was a member of the interim Iraqi Governing Council formed by the Americans after the invasion in 2003. In 
    addition, Hussein Kurdi is Shiite, That the vast majority of the Kurds in the year, and can therefore gain significant support from officials in Baghdad, mostly Shiites. 
    And appointed the date of the meeting in the evening, to open the door to the Kurds to seize the morning hours in an effort to conclude an agreement leading to the resignation of one of the candidates and the introduction of one person to vote in parliament to preserve the unity of the Kurdish row, according to observers. But the parties failed to reach an agreement.

    - Next stage: The government - 
    according to the Constitution, is supposed to be elected President before next Wednesday, and requires that the candidate get two-thirds of the votes of deputies. 
    In the event that no president is elected, the meeting shall be adjourned to the following day and shall remain open until the election of a President. 
    Once a Kurd president was elected, after the parliament last September elected Mohamed Halboussi as president, the prime minister's name, the prime minister, remains the reserved seat of the Shiites. 
    Thus, the President of the Republic should cost within 15 days of his election, the candidate chosen by the largest parliamentary bloc to form a government.
    The first is the outgoing Prime Minister Haidar al-Abadi, who was abandoned by a number of allies, and the second was formed by the prominent Shiite leader Moqtada al-Sadr with senior leaders in the popular crowd, which played a decisive role in the Defeat the Islamic state organization from the country.
