Wall Street Journal: Pyongyang's Cancellation Of Talks With Washington Shows Divisions

WASHINGTON (Reuters) - North Korea's decision to cancel talks with US Secretary of State Mike Pompeo on Thursday in New York and bet on it has shown divisions between the two countries over nuclear disarmament and the diplomatic process to achieve it, the Wall Street Journal reported. And described it as a surprise to Washington.
The collapse of the talks between Washington and Pyongyang deepens the problem facing a diplomatic initiative that President Donald Trump is proud of as one of his most important initiatives and has helped avert a likely war, the paper said on its Web site.
The move surprised the Trump administration, whose foreign ministry was in the process of preparing entry visas for the visiting North Korean delegation, and for months sought to launch discussions between Stephen Bijon, the new US special envoy to North Korea and his counterpart, North Korean Deputy Foreign Minister Choi Soon Hee, North Korea's chief negotiator, and the cancellation has frustrated those efforts, at least temporarily.
"It is a very common tactical tactic used by North Korea to make sure that the other party wants to meet more," the paper quoted former US envoy Joseph Yeon as saying. "But this is dangerous, because this meeting was a pivotal step in the direction of Second summit ".
Trump said he expected another summit meeting with North Korean leader Kim Young-un to be held next year and that he would not ease his economic pressure campaign against Pyongyang. "I want to lift the sanctions, but they also have to be responsive," he said.
However, some US officials and experts outside the government are less confident that the talks with North Korea will resume quickly or even progress if they resume, while others believe that although the Trump-Kim summit was important to start talks at the highest level Between Washington and Pyongyang, the two sides seem to have come out with radically different expectations of what has been achieved and how to proceed.
At the June summit, Trump and Kim signed a statement pledging to improve relations and work for a complete denuclearization on the Korean Peninsula, but did not specifically spell out a sequence for taking those steps. North Korea has long urged that the easing of sanctions go hand in hand with disarmament Nuclear weapons and over an extended period of time.
However, US Secretary of State Mike Pompeo said a major disarmament of North Korea's nuclear arsenal should take place during the first term of Trump and that the easing of sanctions would only come to an end, but a North Korean foreign ministry official objected to this position in Friday's remarks. The past, warning that improved relations and sanctions are incompatible.
Pyongyang says it has taken enough initial steps to get some relief from its sanctions by dismantling a nuclear launch site, a nuclear testing facility, suspending nuclear and missile tests, and restoring the remains of some of the US soldiers killed in the Korean War.
Some experts saw the remarks by the North Korean official as an important signal to the United States ahead of the now-defunct New York meeting, but Pompeo, in a television interview, ruled out this and played down his significance in remarks likely to be badly received in Pyongyang.
It remains unclear whether the North Koreans plan to avoid lower-level talks in the hope of lifting the thorny issues directly to another summit with Trump, who praises the good relations he brings with Kim, or whether they reconsider whether or not to follow the course.
"They believe Trump's messages are significantly different from those of lower levels," says Joseph Yoon.
Seoul, which is trying to mediate between Washington and Pyongyang, said the United States first notified it of North Korea's cancellation of the talks and noted that the cancellation was part of a larger process.
The relationship between Washington and Seoul has been damaged by differences over how best to persuade Pyongyang to abandon its nuclear weapons program. South Korean officials support the rapprochement with North Korea and economic cooperation with it, saying that helping North Korea improve its economy would accelerate the process of nuclear disarmament.
But US officials on the other side have warned against giving up too much, refusing to allow even the slightest economic life of North Korea to prove its regime completely rid itself of nuclear weapons.
