The Minister of Construction, Housing and Municipalities, Benek Rikani, said on Saturday that the deletion and introduction of job grades were "very damaging" in the Iraqi state.
Rikani said today, "a great damage to the state as a result of the deletions and the creation of degrees resulting from the movement of owners in government departments, including his ministry during the past years."
"A top score is often omitted to create minimum scores or vice versa, and this is a separate one," he said.
