    The leader of the Sadrist movement Moqtada al-Sadr and Ammar al-Hakim have revived their old alliance in local governments to control the provinces in preparation for the upcoming elections, leading a coalition in the "conquest" on Saturday that led their coalition in the 2013 elections to share local governments in Baghdad and Basra.
    The leader, who declined to be named, said that "Sadr and al-Hakim tried to invest the pressure faced by the coalition of construction on the grounds of his adherence to the nomination of Faleh al-Fayadh to take over the internal portfolio, in order to restore Baghdad and Basra again, despite the failure of the performance of both Eidani and Atwani legal oath in the Council Parliamentary elections. "
    The Constitution does not specify a time limit for the performance of candidates winning the membership of the parliament legal oath, allowing some conservatives to invest this gap, and delay the performance of the parliamentary oath pending the dissolution of the post.

    On 12 December, the Baghdad Provincial Council witnessed the election of Fadhel al-Shuwaili, a member of Al-Ahrar al-Sadr bloc, governor of Baghdad, and Mohammed al-Rubaie, a member of the Hikma bloc, as deputy governor. But the coalition of state law responded by challenging the legality of the session, stressing lack of a quorum first, and the presence of a governor did not submit his resignation and did not take the oath as a deputy in Parliament II. Subsequently, the capital council held on 22 of the same month a full session of the quorum, which resulted in the selection of the Algerian farmer, who is affiliated with the construction coalition, governor of Baghdad.
     The failure of the Sadrist movement to restore the post of governor of Baghdad, repeated in Basra with wisdom, who in turn tried to grab the post of governor of the Eidani attributed to the construction, and to provide the knight as a candidate for the post.
    In this context, the Basra Council held an extraordinary session on December 14 to choose a new governor. But the efforts of wisdom did not succeed in holding a full session of the quorum, after the demonstrators prevented the entry of the rest of the members of the provincial council to the meeting room, and the closure of roads leading to it, which led to abort the meeting and the survival of the governor so far. The Iraqi judiciary, a blow to the efforts of Sadr al-Hakim, following the decision to release the head of the Basra provincial council, Sabah al-Bezouni, after three months of arrest. This decision would end the role of the leader of the Hikma bloc, Walid Kitan, who presided over the acting provincial council, in mobilizing Basra to return to the basket of its political alliance.
    The battle of local governments soon moved to Najaf, where political parties within the provincial council succeeded in deposing Governor Louay al-Yasiri, who is affiliated with the rule of law, and the installation of Hashem al-Karawi, leader of the Hikma bloc, temporarily governor. In the meantime, preparations are under way, led by Sourun and Hakim, to sack the governor of Dhi Qar, Yehia Naciri, who is in charge of the call.
    A month before the scheduled date for the local elections, the Electoral Commission announced on the 25th of last month, postponement of the second electoral entitlement was supposed to be Iraq in 2018.
    After months of freezing the work of the Electoral Commission on allegations of fraud and manipulation of the results of the recent parliamentary elections (May 2018), the Commission announced, in its first decisions, postponement of the local elections to another later date.
