The US Department of Homeland Security (DHS) has published the final rules for new changes to H1-B visas that allow companies to hire foreigners in specialized occupations and grant them temporary residence in the United States.

The new amendments will come into effect on April 1 and will be implemented by the beginning of next year.

There are two types of changes to the "H1-B" visa. The first will be the application of applicants to register electronically at the Immigration Department website before submitting their applications or documents required for obtaining the visa.

In the past applicants had to submit their applications in full, including documentation supporting such applications in order to obtain a visa.

The new measure aims to reduce pressure on immigration officials by focusing only on the number of visa authorities.

Last year, for example, nearly 190,000 people applied for visas, with only 85,000 allowed.

The second change concerns the selection of qualified foreigners to work in the United States according to their academic attainment.

In the past, 65,000 visas were awarded to talented applicants and university degrees, and 20,000 to higher degree holders were selected by lottery.

In the new change, two rounds will be held, the first for all applicants without exception to be selected 65 thousand of them, and then the second lot is allocated only to holders of higher diplomas who failed to obtain a visa in the first draw.

It is expected that this measure will contribute to an increase in the rate of admission of persons with a master's and doctorate degree by 16 percent or about five thousand people according to the Ministry of Homeland Security.
