Pompeo arrives in Baghdad secretly and meets Abdul-Mahdi to discuss the sanctions file Empty LONDON: Pompeo offered Abdul-Mahdi a deal that would give a long-term exemption from sanctions again

Post by rocky Tue 07 May 2019, 5:03 pm

LONDON: Pompeo offered Abdul-Mahdi a deal that would give a long-term exemption from sanctions against Iran
The United States has offered to Prime Minister Adel Abdul Mahdi, a deal that would exclude Iraq from the implementation of sanctions imposed on Iran for years, while it indicated that Baghdad may agree to them, a London newspaper said in a report published on Monday, May 06, 2019.

"The United States is closely monitoring the results of Iraq's moves on the European arena to seek reliable partners in the energy field," the London-based Arabic newspaper Al-Arab reported. "Washington offered Baghdad an attractive formula to deal with the sanctions imposed on Iran."

"The United States supports Iraq's efforts to reduce its reliance on Iran in the energy sector, but it does not want to push it into the arms of European companies such as Siemens, which competes with American companies like General Electric," the paper quoted sources close to Prime Minister Adel Abdul Mahdi's office as saying. In the contracts of this sector. "
The sources said that "the US administration tried to know the nature of the understandings reached by Iraqi Prime Minister Adel Abdul-Mahdi during his European tour recently, including Germany and France."

On his return to Baghdad, Abdulmahdi received a phone call from US Secretary of State Mike Pompeo.
"The importance of strengthening cooperation between the two friendly countries and deepening economic relations and Iraq's desire to transfer technology and expertise to Iraq and create job opportunities inside Iraq and the development of vital sectors in it," Abdul Mahdi stressed during the call, stressing the importance of strengthening the efforts of the parties to resolve the final negotiations, ExxonMobil to develop the Iraqi energy sector. "
"The American offer is a lifeline for the government of Abdul Mahdi, who can not stop importing Iranian electricity and gas for fear of upsetting Tehran," the paper said.
During his conversation with the US Secretary of State, Abdulmahdi reviewed "the results of his European tour and other important issues of mutual interest."
For his part, Pompeo stressed "the support of the United States for the Iraqi government and its foreign policy," while welcoming "Iraq's role and its great position in the region and the promotion of economic, political and cultural cooperation between the two countries."
This is perhaps the first time that the US-Iraq "one-package project" has been referred to.
The newspaper quoted sources as saying, "The US minister offered to Abdul Mahdi to grant Iraq an exception to the implementation of sanctions on Iran, in exchange for US companies to facilitate the implementation of contracts in the electric power sector."
"The United States believes that it may take up to four years to resolve the problem of power shortages and that it will spend about $ 20 billion in this sector, not $ 14 billion as the government of Abdul Mahdi," she said. "Washington is not opposed to linking its companies to Facilities for the implementation of projects with sanctions file on Iran. "
Iraq imports electricity from Iran and the gas needed to operate its power plants, meaning that its main purchases are for one sector.
"According to the US deal on Iraq, Baghdad can continue to buy electricity and gas from Iran, until the American companies finish implementing projects that allow Iraq to generate the energy it needs at home," the paper said.
"This formula will guarantee the United States to operate its companies in Iraq as part of huge financial investments, as well as ensure that Iraq reaches the stage of self-sufficiency of electricity, to get rid of its organic association with Iran in this file."
"The US offer may be a lifeline for the government of Abdul Mahdi, who can not stop importing Iranian electricity and gas for fear of angering Tehran first and deepening the shortage in the Iraqi energy sector, It can not also rebel against US sanctions against Iran, which could also punish Iraq. "
Iraq has announced the signing of a preliminary agreement with Siemens includes improving the performance of the electrical system to achieve "adding new generation capacity and the development of existing power stations and the expansion of electricity transmission networks."
Initially, the first contracts with the German company will be worth about 700 million euros out of about 14 billion dollars allocated by Iraq for urgent contracts in the energy sector.

    BAGHDAD -
US Secretary of State Mike Pompeo, late on Tuesday, made an unannounced visit to Baghdad.
Pompio, President Barham Salih and Prime Minister Adel Abdul Mahdi met with senior officials to discuss several issues, most notably US security concerns from Iran.
The visit comes two days after US national security adviser John Bolton said Washington would deploy the Abraham Lincoln bomber squadron and bomber force to the Middle East because of "the real threat posed by the Iranian regime's forces."
Fears of a threat from Iranian troops come after Washington has stepped up sanctions on Tehran over its nuclear program in recent months and the Iranian Revolutionary Guards have been labeled a terrorist organization.
"We talked to them about the importance of Iraq ensuring its ability to protect the Americans in their country properly," Pompeo told reporters after meeting Abdulmahdi, according to Reuters.
"The purpose of the meeting is to inform Iraqi officials of the increased threat posed by America so that they can effectively protect US forces," Pompeo said.
And expressed his country's support for Iraqi sovereignty, saying: "We do not want to enter any party in their country and certainly not by attacking another state inside Iraq."
Asked before the meetings whether there was a danger to the Baghdad government from Iran, although that raised US concerns over Iraq's sovereignty, he replied: "No, in general this is our position since the national security strategy was introduced at the beginning of the administration of President Donald Trump."
Asked about the decision to move the aircraft carrier and bombers to the region, Pompeo said that "Washington wants to defend its interests from the Iranian threat and to ensure that it has the necessary forces to achieve this goal."
"The message we sent to the Iranians, I hope, puts us in a position where we can deter and the Iranians will think twice about attacking US interests."
He noted that "US intelligence was (very specific) about imminent attacks."
"He talked with Iraqi officials about their energy and infrastructure needs, especially in the electricity, oil and natural gas sectors," he said.
He pointed out, "to discuss ways to move forward at a rapid pace in projects that may help improve the lives of Iraqis."

    BAGHDAD (Reuters)
    - US Secretary of State Mike Pompeo met with Prime Minister Adel Abdul Mahdi in Baghdad late on Tuesday, an Iraqi government source said.
The visit comes after Pompeo canceled a scheduled visit to Berlin and at a time when the administration of President Donald Trump is intensifying pressure in the Middle East on Iran.
US Secretary of State Mike Pompeo said the United States had sent its aircraft carrier to the region after it saw a "gradual move" by Iran.

We have seen an escalation by the Iranians," Pompeo told reporters on a military plane.
"We will hold the Iranians accountable for attacks against US interests," he said.
"In fact, if these actions are committed by a third party acting on behalf of any of its agents, whether they are militias or the Houthis or Hezbollah, we will hold the Iranians, the Iranian leadership directly responsible for that," he said.
Asked if he could explain the escalation, he replied, "No, I can not."
    He added "
He left Iraq after a four-hour visit, during which he met with the Iraqi president, prime minister and other officials.
The Wall Street Journal said the move was in response to "new intelligence indicating that the interests of allies and US forces could be jeopardized," according to several US officials.
The White House announced on Sunday evening that the United States would send the USS Abraham Lincoln group and an offensive team to the Central Command area to send "a clear and unambiguous message to the Iranian regime."
National Security Adviser John Bolton said in a statement that "any attack on the interests of the United States or the interests of our allies will be met with unswerving force."
    He added that "
Pompio said the move was "separate" from the escalating situation between Israel and the Palestinians in Gaza.
"The Iranians fully understand our view of the threat they pose to American interests around the world," he said. "I can not say anything more."

The visit comes two days after US national security adviser John Bolton said Washington would deploy the Abraham Lincoln bomber squadron and bomber force to the Middle East because of "the real threat posed by the Iranian regime's forces."

"We talked to them about the importance of Iraq ensuring its ability to protect the Americans in their country properly," Pompeo told reporters after meeting Abdul-Mahdi.
A source in the Iraqi government confirmed that Pompeo had met Abdul Mahdi but gave no details.
The aim of the meeting is also to inform Iraqi officials of the "increased threat we have observed" so that they can effectively protect US forces, Pompeo said.
He expressed his country's support for Iraqi sovereignty, saying: "We do not want to enter any party in their country and certainly not by attacking another state inside Iraq."
Asked before the meetings whether there was a danger to the Baghdad government from Iran, although this raised US concerns over the sovereignty of Iraq, he replied: "No. In general, this is our position since the National Security Strategy was launched at the beginning of the administration of President Donald Trump.
When asked about the decision to move the aircraft carrier and bombers to the region, he said that Washington wants to defend its interests from the Iranian threat and ensure that it has the necessary forces to achieve this goal.
"The message we sent to the Iranians, I hope, puts us in a position where we can deter and the Iranians will think twice about attacking US interests," he said. He noted that US intelligence was "very specific" about "imminent attacks".
He said the United States urged Iraq to move quickly to subject the independent factions under Iranian influence to the control of the central government, adding that these factions make Iraq a "less stable country."
He said he had talked with Iraqi officials about their energy and infrastructure needs, particularly in the electricity, oil and natural gas sectors. He said he discussed with them ways to move forward at a rapid pace in projects that could help improve the lives of Iraqis.
For his part, the US Special Envoy to the International Coalition against the former supporter, Brett McGurk, said that Pompeo's visit to Baghdad is to reduce the risk of misunderstanding and also the lack of diplomatic channels with Iran.
"Pompeo's visit to Baghdad is a smart move to meet Iraqi leaders face-to-face," McGork said in a tweet on his Twitter page.
"The visit is for more communication, and this is better to reduce the risk of misunderstanding and misjudgment," he said, noting that "the lack of diplomatic channels with Iran increases the need for indirect communication through Baghdad."
It is noteworthy that the US Secretary of State arrived in Baghdad late on Tuesday night, during which he met with Prime Minister Adel Abdul Mahdi and President Barham Saleh.

US Secretary of State Mike Pompeo left Baghdad after an unannounced four-hour visit in which he met Iraqi President Barham Salih, Prime Minister Adel Abdul Mahdi and other officials.
"We wanted to inform them of the increasing threats we have made ... so that they can ensure that we do everything necessary to protect our team," Pompeo told reporters after leaving the Iraqi capital.
Pompeo told reporters on his way to Baghdad that Washington was concerned about Iraq's sovereignty after increasing Iranian activities.
"I wanted to go to Baghdad to talk to the leadership there, and to assure them that we are ready to continue to ensure the sovereignty and independence of Iraq."
"The reason we are going to Baghdad is information that indicates an escalation in Iran's activities," Pompeo told reporters accompanying him on his trip to the Iraqi capital.

Pompeo commented on [You must be registered and logged in to see this link.] 's intention to announce its partial withdrawal from the July 2015 nuclear agreement. "Two years ago Iran launched a lot of threats," he said. "What we are going to do is make [You must be registered and logged in to see this link.]act as a natural state, and we have set 12 conditions for them, all these conditions are the behaviors we expect from every country in the world. "When Tehran stops these dangerous operations and applies the conditions, we welcome them, as President Trump said, it would be a good time for talks, we would be happy to have talks with them."
In May last year, US President Donald Trump withdrew from the 2015 agreement between Tehran and world powers over Iran's nuclear program.
"The measures will be based on paragraphs 26 and 37 of the nuclear agreement, equivalent to a partial suspension of some nuclear commitments and not an exit," sources said of a possible announcement by Iranian President Hassan Rowhani on Wednesday of measures to counter US withdrawal from the nuclear deal.
The sources said that «these measures will be announced by Rohani during his talk directly on Iranian radio and television, on the occasion of the anniversary of the US withdrawal from the nuclear agreement», explaining that «these measures come in response to the withdrawal of America and the inability of the nuclear agreement and the European Union to meet the promises in full».
