    The Department of Prevention in the Iraqi Integrity Commission recommended monitoring the funds that were disbursed to government companies within the Cabinet Resolution No. 242 of 2011, which was met by low completion rates within the Ministry of Education project No. 1 for building schools in Baghdad and the governorates to build 1492 schools in the way of ready construction.
    In a report prepared by the team on the visits of its team to the Office of the Inspector General of the Ministry of Education and a number of departments and directorates of education in Baghdad and the provinces through the performance evaluation and anti-bribery committees of the directorates and offices of the investigation in the provinces to determine the status of school buildings.

    The percentage of completion until March 2019 ranged between 5 - 98%.
    The report pointed to the existence of cases of excess on the property of the Ministry of Education, and the weakness of the measures taken by the relevant authorities to raise these abuses, in addition to some provinces to contract with the transgressors without reference to the Ministry, and the Ministry to bypass the territory of others.
    The ministry has also taken possession of some land and real estate, stressing the need to accelerate the lifting of abuses in coordination with the concerned authorities, and work to rotate the committees for the acquisition and demolition, and the referral of schools to fall into a specialized consultant office and to establish a committee to decide the fate of iron schools.
    The report revealed that "the allocation of about 216 billion dinars; to restore and demolish and build schools within the projects of the province of Baghdad in the allocations in 2013, to restore 47 schools amounting to about 54 billion dinars, the rate of completion of 18 of them (0 - 50%).
    The province started demolishing and rebuilding 140 schools, 43 of which were completed (0-050%), and the lack of cash was a reason for most schools to stop working. "
    She pointed to the poor maintenance and follow-up of most of the schools that were recently built in some of the directorates of education in Baghdad, which reflected negatively on those schools, which have been classified as falling schools.
    He pointed out that "1268 schools have been referred to the Public Tender Scheme as part of the investment plan projects between 2007 and 2013, 1171 schools have been implemented, 97 schools are not yet completed, and a tender for the construction of 200 schools in the form of prefabricated steel structures is estimated at 282 billion dinars. It is completed within six months, but it has been going on for several years.
    He pointed out that there are 104 mud schools in the governorates of Salah al-Din and Kirkuk, in addition to 139 mud schools in the provinces of Dhi Qar, Muthanna and Diyala have been demolished; in order to rebuild, but it suffers from delays and has not been completed so far.
