    [size=45]ISIS is "re-emerging" in Syria as the United States withdraws its troops from the country and has "strengthened its capabilities" in Iraq, a Pentagon inspector general said in a report on Tuesday. 
    "Despite losing, ISIS in Iraq and Syria has strengthened its capabilities in Iraq and resumed its activities in Syria during the current quarter," the report said. 
    He added that ISIL was able to “consolidate and support operations” in both countries, partly because local forces were “unable to continue long-term operations, launch simultaneous operations, or preserve the territory” they had recovered. 
    The group's resurgence in Syria occurred when Washington “partially withdrew” from the country, contrary to the opinion of the US-backed Syrian Democratic Forces (SDF), which was demanding “more training and equipment.”
    On March 23, 2018, the SDF announced the elimination of the organization's “caliphate” after it was stripped of its control areas in the town of Baghouz in Deir ez-Zor governorate, following months of fighting with the support of the Washington-led coalition. 
    After the end of the battle for eastern Syria, the SDF announced the beginning of a new phase in the fight against the organization, the pursuit of its sleeper cells in coordination with the international coalition. 
    These forces mobilize their efforts in pursuing the cells of the organization, but the latter continues to carry out attacks and attacks periodically adopted. 
    Despite being stripped of its areas of control in eastern Syria, ISIL continues to spread across the vast Syrian desert from the eastern countryside of Homs to the Iraqi border. 
    Analysts and military experts assert that the elimination of the “caliphate” does not mean that the threat of the organization has disappeared with its ability to move sleeper cells in the areas from which it was expelled from the Syrian desert.
