During the current legislative term, which has been postponed until after the tenth of Muharram, the Parliamentary Security and Defense Committee is preparing to add some paragraphs and observations to the law of compulsory recruitment that prevents the prosecution or accountability of those who are left behind because of the large number of volunteers in case approved and implemented. The law provides for the prohibition of “retarded military service” travel and government appointments, while making it clear that this law remains with the State Shura Council and its applicability at present is “very weak”.
The head of the Security and Defense Committee, Mohammad Reza Al-Haidar, was quoted by the semi-official Al-Sabah newspaper as saying that he has comments on the law of science service that will be added. They are not employed in government departments because of their backwardness. ”
In the State Shura Council
Al-Haider said: “This law is still in the State Consultative Council and has not been addressed in Parliament, as it was four or five years ago agreed upon and submitted to the Council of Ministers and then to Parliament and returned to the State Consultative Council and still there because of a political position Of some of the blocs that wanted to form the National Guard, which is not possible. ”
He added, “His committee sent a letter to the State Consultative Council in order to send the law so that it can be studied and presented for the first reading in parliament, as it is one of the very important laws that have the support
He continued, "The law contains a financial aspect, but this project came from the government because it contains salaries for volunteers and details about the certificate," noting that "the law contains a lot of social matters are important as young people will learn discipline and respect," pointing out that " The Israeli entity has 425 thousand reserve soldiers, and its army consists of 170 thousand soldiers, as well as Iran has the same mechanism, why not have Iraq reserves ?!
As for the member of the Parliamentary Committee for Security and Defense Sa'aran Al-Ajaibi, he ruled out that "this law is implemented in this period even if it is admitted, that the government has no preparations for its implementation, because it has a very large material cost and may take years to implement it."
Al-Aajibi said, "So far, no remarks have been made in light of which the law of compulsory conscription is passed, and we are still waiting for the government's remarks to be returned to the parliament to decide as well."
He added, "The law contains significant financial aspects of the provision of salaries and others, as the single soldier will receive 500 thousand dinars, in addition to the construction of infrastructure of training centers and teaching aids, which is very expensive and arming and equipping it costs the state huge funds and the general situation does not allow it However, if the financial situation stabilizes the state can apply this law, which is a positive outcome for our young people to alleviate unemployment and drugs, as well as mixing between the people of the provinces, which contributes to the dissemination and strengthen the bonds of national unity.
