A report reveals the cover-up of Iraq to a major fraud that shook America

[rtl]Some Iraqi newspapers reported a few years ago about the involvement of Lebanese businessman Raymond Zeina Rahma in corruption cases in Iraq related to the contracts of the Ministry of Defense, in addition to the Ministry of Electricity and a number of Iraqi state institutions after 2003.[/rtl]
[rtl]Today, his name is traded in the United States, after a federal judge in Washington ruled a military contractor whose chief, Dale Stovel, was mysteriously killed in Iraq 15 years ago.[/rtl]
[rtl]Iraqi contracts[/rtl]
[rtl]WASHINGTON (Reuters) - The ruling by US District Court Judge Royce Lamberth in August ended a nine-year legal battle between the Pennsylvania-based US firm Oak Oak Technology and the Republic of Iraq.[/rtl]
[rtl]He was awarded $ 89 million in compensation to the director of the contracting company in addition to the benefits, because the Iraqi Ministry of Defense breached its agreement with the US company and did not pay wages to Stoffel, who was killed with his companions on their way to Baghdad to complete the payment procedures.[/rtl]
[rtl]The Hill website details the case and notes that Stovel signed the first contracts awarded by the new Iraqi government in 2004. The mission was to help Iraq rise through the renewal of old Iraqi military equipment.[/rtl]
[rtl]The contract was overseen by the Iraqi Defense Ministry and former US commander in the Middle East, David Petraeus. The latter has "tracked the fast track" of this project so that Iraq can secure the elections of 30 January 2005.[/rtl]
[rtl]Corruption and execution[/rtl]
[rtl]What happened then was surprising. Instead of paying the US company, Iraqi Defense Ministry officials for business reasons brought Raymond Zeina Rahma as an intermediary and paid him nearly $ 25 million in Stovel's money. Soon after, investigations showed that the money had arrived for Rahma's account in Lebanon.[/rtl]
[rtl]After working unpaid for several months, Stoffel returned to his home in the United States to celebrate Thanksgiving with his family, and soon told those around him that his life was not worth the $ 25 million he owed to Iraq. But the project was so important to both Iraq and the coalition that General Petraeus ordered his team to bring Stoffel back to Baghdad. Indeed, the American leadership succeeded in persuading him to return, and he was certain that he would receive his dues.[/rtl]
[rtl]Stoffel returned to Iraq to continue his work, and in a meeting with senior US and Iraqi officials, Iraq promised to pay the dues of the US contractor. The tragedy, however, occurred when Stoffel was ambushed on his way to the Iraqi Ministry of Defense on 8 December 2004. He was killed and his body was left on the side of the road for two days. The last person Stoffel emailed was Raymond Zeina Rahma, telling him he was going to the Ministry of Defense.[/rtl]
[rtl]Lie and fabrication of evidence[/rtl]
[rtl]In the years since, Iraq has not sought to recover the funds, and no compensation has been paid to Stoffel's widow or his two teenage children. Rahma has doubled his fortune, and currently owns Cork Telecom in Iraq and is a major shareholder in several Lebanese banks.[/rtl]
[rtl]Many Iraqi Ministry of Defense officials responsible for Stoffell's treason and conviction have been prosecuted for fraud, not murder, a fact that Iraqi officials deliberately withheld from Judge Lamberth for a decade, despite General Petraeus testimony in the trial that the assassination of the US contractor was " Painful blow "to coalition efforts.[/rtl]
[rtl]The Iraqi government has used legal tricks and outright lies to stop US court proceedings for more than eight years, after Stoffel's widow exhausted attempts to resolve the issue politically and was forced to sue. Iraq failed to produce any documents, failed to produce witnesses, and repeatedly lied to the court over the case, including an attempt to portray the Lebanese businessman as the legitimate beneficiary of the contract. In late April 2019, Iraq submitted a statement from the Iraqi Ministry of Justice that Rahma and other officials had not been convicted of corruption in connection with the theft of funds owed to Stovel, a lie refuted by the US court in its recent decision.[/rtl]
[rtl]Corruption spreads to Lebanon[/rtl]
[rtl]In addition to the American site, it should be noted, the receipt of the name of Raymond Zeina Rahma, in several cases of corruption, in 2016, some Iraqi sites accused Rahma of working with the most prominent faces of corruption in Iraq, Naeer al-Jumaili, contracts and deals fake Iraqi Ministry of Defense, He paid sums, commissions and bribes to facilitate these illusory deals.[/rtl]
