Russian Foreign Minister Sergei Lavrov said terrorists had withdrawn from Iraq and Syria to Libya.
"European countries have recently tried in various ways not to receive their citizens who fought among international terrorists in Syria," Lavrov said.
"We consider that countries providing citizenship to potential terrorists should be held accountable," Lavrov said.
As for Libya, Russian Foreign Minister Sergei Lavrov noted that Libya risks becoming a major terrorist base in North Africa where they will move to many countries and continents.
Lavrov said: "The ongoing violent confrontations between the Libyan parties led to the emergence and continuation of a security vacuum in this country is withdrawing fighters from Iraq and Syria there."
The minister considered that "Libya risks becoming a major base for terrorism in North Africa, where this infection will spread to many countries of the continent."
