, the legal expert, Muhammad al-Samarrai, explained that the articles of the strategic framework agreement can only be modified with the consent of the two parties, and that their cancellation entails financial obligations to Iraq.
Al-Samarrai said that after the conclusion of the strategic framework agreement between Iraq and the United States of America through the issuance of the ratification law in 2008. The agreement has become a law in force and cancellation and amended only by law.
And he clarified that if the will tends to cancel the agreement, then this is by canceling the ratification law, and that is by sending the bill by the government to the parliament to do its part by voting by majority.
"Then a written notice will be sent by the Iraqi government. To the government of the United States of America with its desire to cancel the agreement. He indicated that the agreement can be considered null after one year after the date the notification was received."
He went on to say, "As for amending the terms of the agreement, it will be in accordance with the will of both parties and in accordance with the legal and constitutional frameworks as well."
He concluded by asserting that "canceling the agreement entails handling financial and technical consequences and obligations and paying those financial dues, which are very large, but most of their details are unknown or secret." M hn
