/ Mawazine News / publishes the decisions issued by the Council of Ministers during its session held today, Tuesday, headed by its president, Adel Abdul-Mahdi.
The Council of Ministers held its regular session, headed by Prime Minister Adel Adel Abdul-Mahdi.
The session witnessed the approval of the continuation of the wages of employees working as a contract in the Independent High Electoral Commission for the month of December of 2019, from the allocations allocated in the budget of special programs - electoral expenditures, provided that the total salaries of employees of operational contracts are included in the chapter on compensation of employees in a project Law of the Federal Budget of the Republic of Iraq for the fiscal year / 2020 provided that this does not contradict the Law on Financial Administration and Public Debt.
The Cabinet approved the following: -
First: The Ministry of the Interior / General Traffic Directorate registers vehicles (custodians) entering Iraq through all border crossings, which prove through the technical disclosure that the actual year of manufacture is less than the year of manufacture, which is fixed in its customs registration book and the disc sent by the General Authority for Customs, and entering into Iraq Until the date of December 31 2016, provided that the provisions of paragraphs 1 and 2 of the Cabinet Resolution: (115 of 2018) are taken into account, provided that the subject is completed within six months from the date of issuance of this decision, which cannot be extended.
Second: the formation of an investigative committee headed by a representative of the General Authority of Customs and the membership of representatives from the General Automobile Company and the Directorate of Traffic of the governorates that have border outlets, which will investigate the matter regarding the mechanism of entering vehicles and collecting customs duties on them, identifying defaulters and taking legal measures against them from all border outlets, provided that Its work shall be completed within (4) months from the date of issuance of this decision.
The Council agreed to include medical devices imported from the public and private sectors by the decision of the Council of Ministers: (255 of 2019) regarding imposing a customs fee of (0.5%), according to the provisions of Article (2 / First) of the Customs Tariff Law No. (22) for the year 2010 , And this decision is implemented from 1/2/2020.
The Cabinet approved the recommendations of the Diwaniya Command Committee (245 of 2019), regarding setting an integrated vision and organizational procedures to control truckloads, protecting roads and implementing public safety systems, and applying all necessary laws and relevant instructions outlined linking the letter of the Ministry of Construction, Housing, Municipalities and Public Works with a number m G / 1926, dated 13/10/2019, taking into account the opinion of the General Secretariat of the Council of Ministers contained in the Memorandum of Legal Department with the number: MD / Q / 2/1 / 580SQ dated 3/12/2019 .
And the recommendation of the competent authority in the Ministry of Industry and Minerals (Department of Industrial Development and Regulation) was approved based on the provisions of Article (14) of the Iraqi Product Protection Law No. (11) for the year 2010 amended according to the following:
1. Imposing an additional customs duty at a rate of (65%) from the unit of measurement of the product (plastic ampoules) imported to Iraq from all countries and origins with the customs item (39076000) for a period of four years without reduction, and monitoring the local market during the period of application of the additional customs fees during a period of 6 The most famous of the Ministries of Health, Industry and Minerals in terms of quantity.
2. The Ministry of Finance / Customs Authority applies the additional customs fee for the aforementioned product and also periodically notifies the Ministry of Industry and Minerals / Industrial Development and Organization Department about the amount of Iraq’s imports of the product above and the value of the additional customs fees that are levied on the importer of the foreign product and the value of the importer And the countries of export and its importing
agencies 3. The auditing bodies shall audit the effects resulting from imposing additional customs protection on the imported product.
