    It seems that the Iranian missile strikes against the bases that include American forces in Iraq did not aim to cause casualties among the American forces. American. This vision is strengthened, especially since Iran is sufficiently aware of the American air defense system, which may be on high alert. Tehran must have an understanding of how good its missiles are against this technology.

    And the US military may have had an early warning of Iran's missile attack and missile attacks are meaningless if Tehran's goal is to harm American forces in large numbers - as a number of Iranian officials have vowed. However, it seems logical regarding the implementation of the order of Supreme Leader Khamenei to respond openly to American military targets in response to the killing of General Qasim Soleimani. Khamenei's instructions were confusing when it was first announced, as the United States is bound to win any direct military conflict.

    Was the Supreme Leader ordering an empty show of force? Dust remains stable, and even at the best of times, Iran's motives may be vague, but there are three possible explanations for what is happening.

    First, Khamenei was not aware of what his army could accomplish and exaggerate the effectiveness of the strikes, which subsequently failed. This may be surprising, especially in light of what is being said about his military knowledge.

    Second, these attacks may express the victory of the moderation movement in Iran, striking military targets at night with a small number of missiles - which may facilitate what both sides want in the end. This would make sense, given that neither Tehran nor Washington had the will to fight long.

    Third, this may be an attempt by Iran to place the United States in a false sense of security - that Iran is militarily weak and has done worse - while acting on an asymmetric and tougher response.

    But that would require a lot of strategic acumen from a government that is divided between hard-wings and moderate wings, meaning that Tehran was relatively reassured that no American would be injured in this missile attack. If the attacks in Iraq are in fact within the scope of the Iranian response, they may carry another danger with them, which is that the Trump administration believes that its reckless performance over the past week has paid off, and that Iran has been defeated. This would risk more irrational action from Washington, perhaps not only towards Iran but also against other enemies. It also makes Iran appear weak, which may encourage Tehran's other regional opponents.
