The North Korean Central News Agency broadcast a statement to Kim Kye-gwan, who is now a consultant to the North Korean Foreign Ministry, during which he assured that the North will not engage in any negotiations until Pyongyang is exempted from partial sanctions to dismantle its entire nuclear program, according to the agency. The North Korean official indicated that his country received a congratulatory letter from US President Donald Trump on the occasion of the birthday of North Korean leader Kim Jong-un, noting that it is foolish for his country to return to negotiations only on the basis of good relations between the two leaders.
