Al-Tamimi said in a press statement: "The current [You must be registered and logged in to see this link.] is a caretaker and resigned government, and it is not within its powers to send draft laws to parliament, including agreements with [You must be registered and logged in to see this link.] ," noting that "what is negotiated and signed is only initials."
He added: "According to the constitution and the internal system of parliament, the parliament must be ratified by a two-thirds majority, and by the law and approval of the president of the republic as well, and the agreement or treaty will not be in effect until after these procedures."

The Iraqi and Chinese governments signed last September eight agreements and memoranda of understanding in the presence of Prime Minister Adel Abdul Mahdi and Chinese Premier Li Keqiang.
