    Kuwait's 2018 International Conference on The Reconstruction of Iraq (ICD) has only morally supported Iraq, the prime minister's financial advisor, Mazher Mohammed Saleh, said Thursday.
    "Iraq has provided the cost of reconstruction for the estimated $88 billion caused by ISIS terrorism, as well as an investment map contributed by foreign countries and companies during the Kuwait International Conference for the Reconstruction of Iraq," Saleh told The Iraqi News Agency (AAP).
    He added that "the secretariat of the Council of Ministers was running the work then and submitted a document for the pledges," noting that "40% of countries responded to the document submitted and 60% did not respond."
    He stressed that "the countries that responded to the document were limited to the granting of commercial loans," pointing out that "the Kuwait Conference supported Iraq morally only."
    "All credit facilities and investments to rebuild what was destroyed by the war were just pledges that did not go the way of implementation," he said.
    "What has been implemented in the past has been called the "Stabilization Cell" provided by the United Nations, the World Bank, international agencies, and the European Union, he said, adding that "the amount of this assistance does not." More than $2 billion."
    "The government is following up on the Kuwait conference file, but some of them are offering difficult conditions," he said, noting that "the other side is hesitant, but this pledge has only gone beyond good intentions."
