    [size=18]A political source said that the previous and current government made improvised decisions regarding the appointments, while noting that many employees have not received salaries or bonuses since their appointment.


    The source said that "more than 30 thousand employees, orders were issued to appoint them with the daily wages for workers, and the lectures system for teachers and university professors", noting that "many of them have not received any salaries or financial rewards since their appointment, and some of them continue their cycle for years."






     
    He added, "The list of institutions that have employees without salaries includes many ministries."
     
    One of the employees said that "his appointment order was issued in 2017 in one of the government departments, but his financial allocation with six other new employees was not accompanied with the appointment decision, and since that date he has not received any salary."
     
    The employee explained that "communicating with the Ministry of Finance did not help, and that staff contacts with the Prime Minister's Office usually end with assurances only to no avail."

     
     
    An Iraqi official replied to a question about the staff crisis without salaries or "forced laborers", by saying that "there are no funds allocated to them in the public budget," acknowledging that "improvised decisions of ministers and the former and current prime minister contributed to creating this segment of the Iraqis."
     
    He continued that they "need to add about 6 billion dinars annually for contracts and daily actions at the very least," noting that "Parliament obliges the government to add these amounts to the next budget."
     
    He expected that "the amendment of the recent retirement law will reduce the numbers of armies of forced labor, but will not end it unless by a decision to employ them or grant them compensation and demobilize."
     
    The number of government employees in Iraq is estimated at six million, according to the 2016 Ministry of Planning statistics, and they are in various positions with state departments.
     
    While their numbers are likely to increase since then to the present, observers believe that about 70% of them are surplus, and that the state will pay salaries amounting to 60% of the total budget of the country annually.
