    ARBIL (Kurdistan 24) - The Iraqi parliament failed to hold an extraordinary session that was devoted today to give confidence to the government of Prime Minister-designate Muhammad Allawi.
    Parliament has not succeeded in achieving a quorum to pass the proposed government amid protests from many powers, including most Sunni powers.
    Parliament failed, although Allawi said that today’s session will pass a government to end years of “quotas” between parties.
    It was decided to postpone the session until further notice, as disputes still revolve around the names of the candidates. Allawi presented a new and amended list of his candidates, but he did not succeed in reaching an agreement.
    And the leader of the Sadrist movement, Muqtada al-Sadr and his parliamentary bloc, are among the most prominent supporters of Allawi, who previously held ministerial positions after 2003.
    Initially, the Arab Project Secretary-General Khamis Al-Khanjar was a supporter of the new squad, but decided to boycott in the last moments.
    He wrote on his Twitter account, saying that the Allawi government "includes persons who are not qualified, or are associated with parties, or candidates to the satisfaction of some parties."
    The proposed formation consisted of 23 ministries, Allawi said, that all of its candidates are independent.
    According to a list viewed by Kurdistan 24, five ministries remained without candidates, including at least three of the Kurds are Finance, Justice and the Ministry of State for Regional Affairs.
    The official Iraqi News Agency stated that the negotiations that took place between Allawi and the Kurdish blocs did not reach any result.
