    The Prevention Department at the Federal Integrity Commission announced the details of its report regarding allegations of tampering with the funds of the Iraqi National Olympic Committee by the Resolution Committee (140) and the disbursement of sums of money to restore a building that does not belong to it and grant rewards, calling for the priorities of the committee’s decisions to be referred to a department Investigations in the body to take appropriate action.

    The department recommended, in a report on its visits to its Ministry of Youth and Sports and the Iraqi National Olympic Committee, to open the office of the Minister of Youth and Sports, for the purpose of ending the overlap between them and the Olympic Committee, for the issuance of the Iraqi National Olympic Committee Law No. (29 of 2019).
    The report, a copy of which was sent to the office of the Minister of Youth and Sports, indicated that “the financial grants allocated to the Olympic Committee take place through the Resolution Committee (140 of 2019) in the Ministry of Youth and Sports, and that the building (renovated) at the request of the Olympic Committee is rented from the Ministry of Youth and Sports that It undertook its restoration without taking note of the observations of the engineering office at the Olympic Committee. Noting that the estimated cost of repairing the building amounted to (248,285,000) million dinars, knowing that the engineering and technical affairs department in the Ministry of Youth and Sports took over the restoration process, which was not done correctly according to the report of the First Committee. MPE. "
    The report indicated that “a tripartite committee composed of representatives of the Ministry of Youth and Sports, the Olympic Committee, and the Federal Financial Supervision Bureau was established in accordance with Cabinet Resolution No. (60 of 2019) to administer the grant allocated to the Olympic Committee contained in the Federal Budget Law of 2019 مش, noting that“ has been modified The above decision is based on Resolution 140, which includes the Minister of Youth and Sports forming a committee headed by a representative of the Ministry, two members from the Ministry of Finance, the President of the Olympic Committee, and the Assistant Director-General for Financial Affairs of the General Secretariat of the Council of Ministers, which will follow up the controls and mechanisms for disbursing the grant allocated in Budget law, and it is submitted to the Prime Minister for approval to serve the Iraqi sport.
    He added that “a committee was formed headed by the Undersecretary of the Ministry of Youth and Sports, membership of the Federal Financial Supervision Bureau, the Ministry of Finance, the General Secretariat of the Council of Ministers, and the President of the Olympic Committee, which reviewed the status of controls and mechanisms for disbursing the Olympic Committee’s grant allocated in the budget law.”
    He pointed out that “the grant allocated to the Olympic Committee mentioned in the 2019 budget has been managed by the committee composed by Resolution (60 of 2019) amended by the Resolution Committee (140 of 2019) which has taken (26) decisions, and the total amounts spent by the National Olympic Committee before it ( 4,453,275,000 (billion dinars), noting that large numbers of advances disbursed by the committee were not settled, despite the end of the fiscal year.
    The department concluded its report by emphasizing “the importance of the ministries of youth and sports and finance determining the appropriate mechanisms to provide the government grant to sports federations immediately after the Council of Ministers issued the resolution (24 of 2020), by which it canceled the committee composed of resolution (140 of 2019).”
