BAGHDAD - Mawazine News In
quite a few numbers of small earners and owners of small professions, such as construction workers, vegetable and fruit vendors, taxi drivers, and "tuk tuk", in Iraq, they practice their usual activities to meet the requirements of daily life for their families, not indifferent to the health embargo imposed by the government authorities to prevent an outbreak Corona virus emerging in the country.
Although the curfew greatly contributed to the stagnation of markets and the decline in the movement of trade, buying and selling in general, the owners of limited income and the poor patiently continue to go out of their business and prefer to stay at home and wait for the unknown. Violations of the ban are usually concentrated in the crowded neighborhoods and popular areas far from the city centers in Baghdad and the rest of the provinces, with the exception of the Kurdistan Region, in which the authorities impose a strict ban on citizens there and only allow the movement of specific groups, such as medical and municipal cadres and some media workers. According to a report by Asharq Al-Awsat.
In the face of breaches of the continuous curfew, and in an effort to reduce it, the Baghdad Operations Command announced yesterday the arrest of 4,569 violators of the curfew since its enforcement on March 17, and seized 569 different vehicles and motorcycles, and also imposed 26353 A fine for violators. However, violations of the embargo are still continuing in the cities of the periphery and the popular neighborhoods.
Eyewitnesses report their observations of the construction workers' daily presence in the places designated for them, known locally as the "rulers" in Baghdad and the provinces. They confirm the presence of the workers in the new Baghdad “ruler”, and that they remain there until midday of each day, in the hope that those who hire them will come to work.
Altogether, Iraqis living with professions and limited income are not only concerned these days, but also go beyond them to include government employees who fear the government's inability to secure their monthly salaries as a result of the country's financial crisis caused by low oil prices and the disruption of all commercial activities due to the Corona pandemic, Which prompted the Central Bank of Iraq, yesterday, to reassure employees and retirees that the salaries for the month of April (April) «are available in the account of the Ministry of Finance».
In turn, the economics professor at Al-Mustansiriya University, Maitham Laibi, believes that "the claim that the ability to provide salaries for employees represents a major disadvantage of government failure in the Iraqi economy." He tells Al-Sharq Al-Awsat: “Many analysts and decision-makers boast about this argument, but this is nothing more than a dedication to the chain of failure to manage the oil file, which we expect to have a higher strength each time than before, and to the extent that it will reach to not provide a portion From these salaries, and having harsh solutions to which the category of salaried and low-income people are affected.
Laibi believes that "the decline in oil prices is a major factor and ruling on the Iraqi economy, because its prices and quantities are the basis of public budget revenues and expenditures, and its decline will hit the economy with a great recession, both in the public and private sector, as the latter is nourished and lives on the first."
In an effort by the government to reduce the living pressure on citizens during the period of the health embargo and most of the work stopped, the Ministry of Commerce yesterday called on citizens to receive "4 food items: flour, sugar, edible oil and rice" from their rations, according to the geographical area. However, large population sectors have for years become suspicious of the work of the Ministry of Trade and the government related to the food card, which was approved during the economic blockade in the nineties of the last century, or what is known as the "oil-for-food" system, due to the decline in the quality and quantity of materials distributed to citizens since 2003.
For his part, member of the Commission for Human Rights, Fadhel al-Gharawi, stressed the need to form a "High Commission for Disasters and Crises" in Iraq to protect citizens. In a statement yesterday, Al-Gharawi said, "The crisis of the Corona virus and the compulsory household quarantine obliges the government to provide the ration vocabulary doubles to the Iraqi people, especially the vulnerable groups and those with limited incomes." In a statement, Gharawi promised that "the crisis may continue, and with the stopping of business and the absence of livelihoods, we may be facing an acute living crisis that requires the government to fulfill its duties to secure the people's livelihood." He added, "We are still indicating the urgent need for the formation of the (High Commission for Disasters and Crises) in Iraq to carry out its tasks to protect the rights of citizens in all crises and secure the requirements of humanitarian relief for them."
According to data released by the Iraqi Ministry of Planning, "The poverty rate in Iraq hits 20 percent of its total population, which is equivalent to about 7 million citizens, most of whom are in the southern provinces." The Corona pandemic and the result of the curfew and the cessation of most commercial activities came to increase the suffering of these poor segments, which led many civil and religious activities, in the last two weeks, to carry out large campaigns to donate and provide food baskets and reach them to poor families. However, according to economic observers, this will not be a substitute for the need to return to normal life and provide real job opportunities for these disadvantaged segments and enable them to engage in the labor market.
