As for the second factors that support Al-Kazemi’s success in forming a new government, observers attribute it to the return of automatic and tacit agreement between the United States and Iran regarding the Iraqi file, as the two rivalries compete fiercely for influence in Iraq and they deduct many details, but they agree to maintain the continuity of the regime that was born by The consensus itself, and its continuation is in the interest of both of them, is mainly to weaken the country of great capabilities and prevent it from forming a regional power.
As evidence of the emergence of that consensus again, Iraqi political sources monitored an agreement in the positions of the United States and Iran regarding the assignment of Al-Kazemi to form the Iraqi government, so that they used close phrases in commenting on his mandate revolving in its entirety to welcome the step and comment on it with a set of formal requirements that are in general in urging him to Follow a balanced policy, and work to achieve the demands of his people.
Regarding the urgency of forming the new government, the head of the Rafidain bloc in the House of Representatives, Yonadam Kanna, said that Al-Kazemi will present his government program within the next few days, stressing that he will present his government formation before the advent of the month of Ramadan. The local newspaper, "Al-Sabah", quoted the same deputy as saying that "the members of the House of Representatives will hold their session in the Great Hall (at the seat of Parliament) and will sit apart from each other to vote ... She added that "the Prime Minister-designate Mustafa Al-Kazemi must proceed with forming a government and start a project to advance the economic, political, service, educational, and health realities in the country, although there are political forces that have reserved reservations on his assignment."
The Deputy for the Alliance of Gatherers Jawad Hamdan called on the Prime Minister-designate to present succinct and effective programs at this stage that are different from those of previous governments and transcend stereotypes. He called on the political blocs to be on a high level of responsibility and pass all the laws of integrity and controversial laws that are still folded into the shelves of the Council.
Representative Abbas Aliwi said that "the task is not easy for the next government, and it needs everyone to unite in order to overcome the crisis and achieve the demands of the demonstrators," considering that the many problems "need political and governmental stability." And Al-Kazimi is waiting in the short period during which he will lead the executive authority in Iraq. Before holding early elections, missions are extremely difficult and go beyond his capabilities and the means at his disposal. Despite raising the ceiling of promises high and talking about achieving the interest of Iraq away from external rivalries, as well as from controlling the chaos of arms and confining it to the state, the hope for improvement in the conditions of the country during his reign in a way that changes the street position of the existing system appears to be extremely minimal.
