    A document issued by the General Secretariat of the Iraqi Council of Ministers to stop the payment of salaries to employees of the Kurdistan region, on the grounds that the region has not fulfilled its oil obligations.
    In details, the document issued on April 16th and directed by the Cabinet Secretariat to the Ministry of Finance orders to stop the payment of salaries due to the failure of the Kurdistan Region to fulfill its obligations in the country's financial budget for 2019, which is to deliver 250 thousand barrels per day of oil.

    The document stated that the Ministry of Finance is obligated to stop disbursing the salaries of the Kurdistan region and recover the amounts disbursed in violation of the law since the beginning of this year.
    For his part, the Iraqi Minister of Construction and Housing, two banks Rikani, announced that the funds that are now with the Iraqi government are only enough to pay the salaries of this month, indicating that the country will face a problem in providing sufficient revenues to pay the salaries of the next month with the decline in the oil price and the presence of the economic crisis.
    Rikani told Rudaw Media Network about a letter sent by the General Secretariat of the Iraqi Council of Ministers to the Ministry of Finance calling for stopping the payment of salaries of employees of the Kurdistan Region, "The request to cut the salaries of employees of the Kurdistan Region is illegal, although the Kurdistan Regional Government has not delivered the agreed amount of oil to Baghdad, But the budget law states that even in the event of non-delivery, what corresponds to these 250,000 barrels is deducted from the share of the Kurdistan Region and this is what has been worked on until the end of 2019.
    He explained that "it was decided to vote on the new government last Thursday and transfer the file to the new government, and reach a solution to the oil file related to the new government, because Adel Abdul-Mahdi chose voluntary absence and he does not chair cabinet meetings and does not want to assume this responsibility."
    He pointed out that "everything spent from the share of the Kurdistan Region requires the signature of the Prime Minister and not only the Minister of Finance," noting that "Adel Abdul-Mahdi is not with the cut of salaries for employees of the Kurdistan Region and is now subject to great pressure."
    The Deputy Speaker of the Iraqi Parliament, Bashir Al-Haddad, had called on Thursday the Iraqi government to release the financial dues of the Kurdistan Region and not to endanger the livelihoods of citizens and their livelihoods.
    It is noteworthy that the Iraqi Oil Minister Thamer Al-Ghadban recently announced that there is a trend in the government to reduce the salaries of employees, without prejudice to the nominal salary, noting that there is a decision to pay salaries this month.
