    On Thursday, the Lebanese newspaper, Al-Akhbar, affiliated with Hezbollah, published a report dealing with the most important political developments in the country.  
    The report, which was followed by "Nass" (April 30, 2020), focused on the file of forming the government of Prime Minister-designate Mustafa Al-Kazemi and the mobility of negotiations between Baghdad and Erbil.  
    The following is the text of the report:  
    The president-in-charge of authoring the Federal Government in Iraq, Mustafa Al-Kazemi, signed his ministerial statement (or “ministerial platform” as it is known in Iraq), announcing that he would be sent to parliament for discussion before the session of “granting confidence” (no date has been set yet), in a move that confirms cutting off the man A great way forward in the formation of his government, which is expected to be announced by the middle of next week, according to follow-up political sources. In turn, Parliament Speaker Muhammad Al-Halbousi received the submitted ministerial statement, indicating in a statement that "a committee headed by First Deputy Hassan Al-Kaabi, and the membership of a number of deputies and advisers, will begin studying the ministerial statement to submit a report to the council on it."

    The letter included the necessity to grant Erbil 12/1 of the total actual expenditures for current expenditures for 2019, similar to the rest of the governorates, pay the salaries of the "peshmerga" forces that have been suspended since the year 2005, and grant war reparations to "ISIS", in addition to launching the "peshmerga" salaries for 2019, which amount to 68 billion dinars per month (approximately $ 56 million), followed by financial dues to offset the losses of expenditures provided by the “region” to the displaced areas liberated, estimated at $ 8 billion, and fuel insurance expenses to generate electricity for the Kirkuk Governorate during the period between 2011 and 2020. The ten items in the message of the Erbil government carried a clause calling for Baghdad to be "compulsory" to form a joint committee that would lead to taking the rights of "the region and paying its duties."
