Differences over the drafting of the oil agreement postpone the vote on the budget law

Baghdad / Muhammad Sabah
The political forces have not reached an agreement on the draft federal budget bill for 2021 yet, amid news that there are intentions of the Presidency of the Council of Representatives to present the budget law to a vote at the end of this week.
The differences between the political parties revolve around the text of the oil agreement concluded between the federal government and the Kurdistan Regional Government last December and included in the federal budget law.
Representative Siham Al-Aqili, a member of the Finance Committee in the House of Representatives, speaks for (long), saying that "the Presidency of the House of Representatives held a meeting with members of the Parliamentary Finance Committee to set a date for voting on the Federal Budget Law in the nearest parliamentary session." But the political blocs did not reach Until this moment, he agreed with the Kurdish delegation on many points of disagreement, foremost of which is determining the amount of oil exported.
The disagreement between the Shiite forces and the Kurdish delegation over Article 11 of the draft budget law.
The Shiite forces propose to abolish the first paragraph of Article (11) that calculates the dues of the Kurdistan region for the previous years from 2014 to 2019 despite not handing over the oil and non-oil revenues and obligating the region to hand over 460 thousand barrels per day to the SOMO company, and in the case of non-commitment of the region, the expenses of the region are not reimbursed. The violator of this text bears legal responsibility.
The law is off
Al-Aqili added that her committee "handed over the budget law to the Presidency of the Council of Representatives in mid-February, after making comprehensive and complete amendments to the law," stressing that "political differences impede the passage of the law."
Last month, the Parliamentary Finance reviewed its amendments to the budget law in a meeting attended by the Prime Minister and the Ministers of Finance, Planning, Oil, Housing, Construction, Municipalities, Works and the Secretary General of the Council of Ministers.
The MP from Maysan governorate said that "the Shiite forces require acceptance of passing the federal budget law that the Kurdistan region be committed to completely hand over its oil to the National Sumo Company", pointing out that "presenting the budget at the end of next week to vote is dependent on the ongoing negotiations during the next two days."
The Parliamentary Finance Committee was able to reduce the size of the budget to 129 trillion dinars, after it was 164 trillion dinars, and the deficit became, after the changes in the original budget, about 29 trillion dinars.
The dispute is in the wording
For his part, two Rikani banks, the former Minister of Construction and Housing, clarify that “the oil agreement is in place and agreed upon, and nothing can be added to it, but the dispute revolves around the drafting of the text of the agreement, will you receive 250 thousand barrels and install it in the budget, or add a paragraph to the text that obliges the Kurdistan region to hand over all His oil after deducting the value of the wages of producing and operating companies in Kurdistan, and deducting domestic consumption. Rikani explained to (range) that "the disagreement between the political parties revolves around the nature of drafting the text of the agreement."
During the month of December last year, the federal government agreed with the Kurdistan Regional Government to hand over the Iraqi Oil Company (SOMO) 250 thousand barrels from the fields of the region as of the beginning of the year 2021, provided that this agreement is included in the budget, offset by Baghdad's commitment to hand over the Kurdistan Region’s financial share with Pay employees' salaries.
But the Shiite forces rejected this agreement and put several proposals on the articles related to this text, which is the last passage of the Federal Budget Law in the House of Representatives.
The former Kurdish minister expresses his hope that "the political blocs will reach an agreement in the coming hours in order to present the budget law to a vote next Thursday."
In turn, Mansour Al-Baiji, a representative of the State of Law Coalition, expressed his surprise at "not including the budget law on the agenda of Monday's session, despite the completion of its amendments by the Parliamentary Finance Committee."
Al-Baiji stated in a statement seen by (Al-Mada) that “the only paragraph that has not been resolved is the share of the Kurdistan region, because the regional government has not delivered its oil and other revenues to the federal government, despite the visit of several delegations by the region to Baghdad, but they do not want to hand over the revenues similar to other governorates. “.
The MP from Babil Governorate believes that "the delay in approving the budget law despite its readiness to vote is unacceptable and will harm the economy of the country and the people's livelihood and will cause a major crisis considering that everything is idle due to the failure to approve the budget and everyone is waiting for its approval as soon as possible."
Al-Baiji called on the Presidency of the Council of Representatives “to present the budget law in an open session in front of the people and leave the matter to the people's representatives in order to vote on it and end this crisis. And if the regional government wants its share, it must hand over its revenues. Without receiving the oil and other revenues, we will not vote on the region’s share permanently. “.
