An expected agreement between Baghdad and Erbil ends the budget crisis

A few hours separate the House of Representatives from announcing that it had reached an agreement with the Kurdistan region regarding the contentious paragraphs that hindered the passage of the federal budget bill.
The Kurdistan Regional Government, which was more cooperative compared to previous years, delivered all the data requested by the parliamentary subcommittee, which included the full details of the oil file and the owed debt, an account of the quantities of oil exported and produced, its cost, contracts signed with oil companies, as well as the salaries of employees.
MP Magda Al-Tamimi, a member of the Parliamentary Finance Committee, said in a statement to (Al-Mada) that “the Parliamentary Finance Committee has made great efforts in amending and reviewing the draft federal budget law for 2021, and its discussions took nearly two and a half months, distributed into forty-eight meetings, each meeting up to about four Ten hour ”.
She added that her committee “since the beginning of the process of amending and reviewing the budget law, formed mini-sub-committees of its members. It was able to reduce the size of the budget from 164 trillion dinars to 129 trillion dinars,” stressing that “the committee met during its long and detailed discussions with most of the ministers, agents, and general managers. And entered with them with details that enabled it to reduce the size of the general budget.
And the prominent member of Parliamentary Finance continues her speech by saying that "after completing these amendments, additions and changes, we handed over the draft federal budget law to the Presidency of the Council of Representatives without deducting the paragraph on the Kurdistan region related to the oil file and fixing the export quantities in the general budget."
In order to resolve this dispute regarding the share of the Kurdistan region in the draft budget, the Parliamentary Finance Committee formed a sub-committee headed by Al-Tamimi to verify the data provided by the Kurdistan Region, in response to its questions related to the oil contracts file, the establishment of oil exported from the Kurdistan region, and the salaries of its employees.
The head of the parliamentary subcommittee explains that her committee “asked the Kurdistan Regional Government to provide us with a large part of the data,” noting that “the region in the current period was more cooperative than previous years with us in terms of providing data.”
She points out that "this movement resulted in the coming of a delegation from the Office of Financial Supervision in the Kurdistan Region for the first time to Baghdad and the meeting with the Federal Financial Supervision Bureau, in the presence of the Parliamentary Subcommittee," adding, "We are waiting for the final version in order to put it as an article or text in a draft bill. The federal budget. ” The deputy from Baghdad governorate confirms that "there are understandings between the two parties, and the general lines have become clear to all," believing that "during the next few hours, we will probably be ready to include the Federal Budget Law on the agenda."
Al-Tamimi indicated that “the data sent by the Kurdistan Regional Government include the oil file, the debt owed by it, a summary of the quantities of oil exported and produced, its cost, the contract signed with oil exploration companies, transportation costs, as well as the salaries of employees.” Every ministry and institution and to have an electronic footprint, as well as budgets and final accounts.
And noting that “among what the sub-committee requested from the Kurdistan Regional Government to provide it with the oil map and other files,” noting that “the Kurdistan Regional Government handed over to its committee a lot of data after intense and long discussions within the subcommittee and the Parliamentary Finance Committee with the Kurdish delegation led by Qubad Talabani. ”
She points out that "in these meetings, we felt that there is great cooperation by the Kurdistan region to solve all these problems and differences in the federal budget law."
It turns out that “the article related to the settlement of funds from the year 2014 until the year 2019, we have objections to it, and another point of view is to amend this paragraph based on the funds that arrived to the region and the quantities exported to the federal government, that is, making calculation adjustments”, stressing that its committee “refuses to be the federal government. In debt to the region, the fact that the issue needs to be acquainted with all the details and numbers, meaning more precisely, there will be a settlement so that things will become clearer.
The MP for the Saeron Alliance bloc warned that her committee "wants and demands from the Kurdistan Regional Government to deliver about 350 thousand barrels per day to the National Sumo Company," adding that "their daily production of oil ranges between 460 to 480 thousand barrels per day."
It is likely, pass the federal budget this week after reducing it to 129 trillion dinars, bringing down the deficit to 28 trillion dinars, and reducing the budget of the three presidencies by 20%.
