In a press statement, Issa said that a delegation from the Kurdistan region is scheduled to visit Baghdad again a day before the vote on the budget bill is included in the agenda of the parliament session, "meaning that if the vote on the budget is confirmed on Monday, the delegation will head to Baghdad." Sunday".
The Speaker of Parliament, Muhammad al-Halbousi, had previously called for a vote on the draft budget law next Monday, but the matter has not yet been settled due to the objection of the Shiite blocs to the formula contained in the draft on the share of the Kurdistan region.
Issa explained that "some Shiite parties are seeking to present the bill to a vote on Monday, in order to pass it in conjunction with the ratification of the Federal Court law."
On the recent proposal by the Shiite parties to share the region, Faris Issa pointed out that "we have reached an agreement with the federal government and it has been translated into an official text in the draft law. So far, no alternative proposal has been presented to the agreement."
He went on to say that the opposing parties do not represent all the blocs, "but rather they are a number of parliamentarians from some blocs who are trying to fabricate the problem," as he put it.
Regarding the evaluation of the positions of the blocs, the head of the Kurdistan Regional Representation pointed out that "the movement of people and the wisdom movement have a very good position. As for the MPs who criticize this, these aim to achieve electoral gains, because they consider creating crises with the Kurdistan region the best way for their propaganda campaigns and obtaining the votes of the electorate." Saying.
It is noteworthy that during the last period, official delegations from the Kurdistan region headed by Deputy Prime Minister Qubad Talabani visited the capital Baghdad several times and held a series of meetings with government officials, parliament and political blocs, before returning to Erbil recently without reaching a decisive agreement, after the Shiite forces objected to the text contained In the bill.
Where Article (11 - first) of the draft budget law provides for the settlement of receivables between the federal government and the Kurdistan region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, audited them.
Also, starting from the year 2021, the Federal Ministry of Finance will download the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank and schedule it over ten years. Article (11-second) of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of oil. The crude produced from its fields, and that the oil and non-oil revenues are to be delivered to the state treasury exclusively.
