    The Minister of Water Resources, Mahdi Rashid Al-Hamdani, revealed an international agreement that provides for guaranteeing Iraq's water quota from the source countries, stressing that adequate water quotas are secured for the winter and summer seasons.
    The Baghdad International Water Conference recently concluded, which witnessed Arab, regional and international participation to discuss the water file between Iraq, Turkey and Iran, and other important files.
    Al-Hamdani said, in statements followed by Al-Iqtisad News, during his visit to Diwaniyah province and his meeting with a number of its officials: “The International Water Conference held recently in Baghdad stressed the guarantee of Iraq's water share from the source countries after forming an international coalition to defend its water rights.”
    The advisor to the Minister of Water Resources, Aoun Diab, recently pointed out that there is an understanding achieved with the Turkish side regarding the quantities of water that reach Iraq through a meeting held months ago between the two sides through the closed circuit television, but he expressed his concern about Turkey completing its projects on the Tigris River. , Planned within the (GAP) project.
    He called for the need to reach a bilateral agreement on the quantities of water that reach the Iraqi-Turkish borders before the completion of these projects.
    Al-Hamdani added that: "The ministry seeks to provide all services that contribute to improving the irrigation situation in the governorates, including Diwaniyah."
    He pointed out, "The necessity of implementing plans and directives to enable the delivery of water to remote areas, including the lifting of violations and the implementation of dredging campaigns and cleaning rivers."
    Al-Hamdani expected, "the Economic Committee in the Council of Ministers will take a package of measures in the coming days, including activating the collection of irrigation fees from farmers and farmers, and forming joint ministerial and local committees to lift the violations."
    In its seventh regular session, held on 16/2/2021, the Council of Ministers approved the assumption of the Minister of Water Resources to amend the instructions issued to facilitate the implementation of the decision (80 of 1999), and the inclusion of services installed in the draft law of the Water Resources Fund in the instructions, and the distribution of wages proceeds, through Allocating the state treasury's share of the resources resulting from the provision of these services by setting it (20%) instead of the enforceable provision according to which all wages are transferred to the public treasury.
    It should be noted that the establishment of the fund came to collect the Ministry's revenues and formations that are fulfilled for the services it provides to others by contributing to the financing and implementation of strategic and pioneering projects related to the work of the Ministry throughout the regions of Iraq. Because of its utmost importance in achieving water security in Iraq, especially in light of the financial allocations for the implementation of irrigation projects and resources.
    In his turn, the director of water resources in Diwaniyah, Musafir Al-Shibli, stressed, in a statement reported by the official Al-Sabah newspaper, that the water complexes located on the rivers should not be subjected to sharing, and he urged farmers not to exceed the water quotas, noting that the Directorate continues to implement campaigns to lift the violations.     The province of Diwaniyah is known for its agricultural nature, but it suffers from several problems due to the large number of violations of the irrigation system, which made it form multiple committees with the governorates of Babel and Muthanna to distribute water shares equally, and implement a large number of campaigns to lift the violations accompanied by campaigns to clear rivers and streams.
    In the same context, Al-Hamdani announced during a press conference held during his visit to Al-Muthanna Governorate, which was followed by "Al-Iktissad News", that "the ministry's plan contributed to securing the water quota for the winter and summer seasons and increasing the cultivated areas."

    He pointed out that "the water situation in Muthanna is good at the present time after the opening of a number of projects and the lifting of violations in cooperation with the local government."
    And the Ministry of Water Resources has already indicated that lifting the violations on the Tigris and Euphrates rivers is supported by the judiciary and security, and indicated that the campaign to lift violations is continuing and will include everyone without exception, whether the public or private sector.
