    The statement added, “The Iraqi parliament elections law No. 9 of 2020 stipulates that (Iraqis abroad vote for their constituencies using the biometric card exclusively). The commission faced several technical, financial, legal and health obstacles, the most important of which is that the process of registering Iraqi voters abroad is completed.     He continued, “The conduct of the electoral process in places that are not subject to Iraqi sovereignty makes it subject to the laws of those countries, and the Iraqi judiciary has no jurisdiction over the violations and abuses that may occur during the conduct of the electoral process, in addition to sending UNHCR staff to other countries in light of the critical health conditions represented by the spread of a pandemic.
