Shuail said to "the information", "Paragraph 11 represents the focus of the dispute with the region about the budget, and there are some paragraphs added to the budget and there are reservations about it."
He added, "The regional government does not want to be a true partner for the federal government in the matter of obtaining the region’s revenues from the border crossings."
And that "the Kurdish negotiating delegation, even if it agreed with the heads of the blocs on points that harm Iraq in general, the members of parliament will reject that and will not pass the budget according to such agreements." 25 n
