(Baghdad: Al Furat News) The spokeswoman for the Electoral Commission, Jumana Al-Ghalyi, announced that elections will not be held for Iraqis abroad, estimated at about one million voters.

Al-Ghalai said in a press interview, "The Commission decided not to hold elections for Iraqis abroad," attributing this to several reasons.
She explained that "there has been discussion about the possibility of holding elections for Iraqis abroad, and that among the reasons for deciding not to hold them is the presence of many technical and financial obstacles facing this, in addition to the process of completing the biometric registration process for voters, which needs 160 days, and this is not possible at present."

And she added, "The Ministry of Foreign Affairs has apologized for holding the election process for Iraqis in embassies abroad, especially as it is held in places that are not subject to Iraqi laws in the event of violations, and the issue of sending UNHCR employees abroad endangers their safety, in light of the spread of the Corona pandemic."
And on the number of Iraqis abroad, who will not be able to participate in the elections despite their eligibility, she indicated that "the number is estimated at about one million people."
As for the number of Iraqis abroad who participated in the 2014 and 2018 elections, Al-Ghalai said that "the number of those who participated in those elections abroad exceeded 100,000 voters."
It is noteworthy that the Commission has sent 75 invitations to Arab and foreign embassies and international organizations to monitor the electoral process.
With regard to the parties that will participate in the elections, Al-Ghalai said earlier that "249 parties are registered, and 58 are under establishment. As for those who reviewed the Department of Political Parties and Organizations Affairs and submitted a request to express their desire to participate in the elections, 86 parties".
And she noted that "the Electoral Commission to facilitate the participation of alliances and parties and to present lists of candidates has granted it conditional leave."
With regard to financial expenditures, she indicated that "the electoral process needs huge funds, and the Board of Commissioners is pressuring the expenditures for the electoral process, and this has an impact on the election campaign in the voter registration stage. Therefore, social media and various media outlets have been relied upon to educate and educate voters. It
is noteworthy that the Independent High Commission decided to decide." Extending the registration period for political alliances until early next May.
This came during the meeting of the High Commission, which was held on Thursday (February 25, 2021), with the participation of the head of the Electoral Assistance Team (UNAMI) Amir Aryan, through the electronic department.
It was decided to extend the period for registering political alliances until next May 1, and the period for receiving candidate lists until next April 17, and these deadlines are considered to be final dates for registering alliances and for receiving candidate lists, with which the extension is absolutely impossible for technical reasons.
The Election Commission had proposed postponing the elections and holding them on the 16th of next October, according to a document issued by the Chairman of the Board of Commissioners, Jalil Khalaf, on Sunday (January 17, 2021). On 1/17/2021, a proposal for October 16, 2021, as the date for holding early parliamentary elections.
The Commission justified the reason for proposing a new date for holding elections, that this came due to the expiration of the specified period for registering political alliances, and the small number of alliances registered in the Department of Political Parties and Political Organizations for the period specified in the schedule of operations, which requires an extension of the period for the registration of alliances, and the consequent extension of that The period of candidate registration and to allow the United Nations experts and international observers to have a role in achieving the greatest possible oversight and transparency in the upcoming electoral process, and to ensure its integrity and in line with the Cabinet's decision on expanding biometric registration, giving enough time to those included in it, and completing all technical preparations.
It is noteworthy that early elections are one of the most prominent demands of Tahrir Square demonstrators for more than a year, but differences still exist within the Iraqi parliament, which has the final word to resolve this debate, and touches the lack of seriousness of the major blocs in proceeding with the process and is satisfied with expressing support verbally only.
