Parliament is approaching the date of approving the budget law and forgets the differences

Up to this point, there is no agreement between the political blocs to pass the federal budget bill at the Saturday session due to the existing disputes on many of the articles and paragraphs of the law, in the forefront of which is the region’s share, the selling price of the dollar and the file of appointments.
The possibilities received from within the House of Representatives indicate that the session will be postponed to another day during the current week and given the various forces a last chance to reach a solution to their differences, and on the contrary, Parliament will proceed to pass the budget by a majority.
Mazen Al-Faili, a member of the Parliamentary Economic and Investment Committee, stated in an interview with Al-Mada that “a session of Parliament is supposed to be held at exactly one o'clock in the afternoon on Saturday to pass the draft Federal Budget Law for 2021,” adding that “the meetings that usually take place before the start of the session She is the one who delays organizing or holding parliamentary sessions to consider such critical issues.
The Presidency of the Council of Representatives decided to postpone the vote on the budget law until today, Saturday, after the collapse of the initial agreement that was announced on Friday before last between the Shiite parties and the delegation of the Kurdistan region regarding the passage of the draft budget.
Faily asserts that "the differences still exist between the parties did not reach an agreement to resolve them in order to present the budget law in the nearest session," noting that "the points of contention are the Kurdistan region’s share of the budget and setting the exchange rate."
The differences between the political parties revolve around the text of the oil agreement concluded between the federal government and the Kurdistan Regional Government last December, included in Article 11 of the draft federal budget law.
It is pointed out that "the subject of the budget presentation and passing it in the session on Saturday is subject to the meetings and discussions taking place between the political blocs," expecting that the session will be held to pass the agreed points and articles with the postponement of the contentious articles to the next parliamentary sessions until an agreement is reached on them.
The Al-Fateh Parliamentary Bloc had called on the government to return the exchange rate to the old price of 1190 dinars, stressing that the only victim of the current price is the simple and poor citizen.
The deputy for the parliamentary approach affirms that "the members of the House of Representatives are discussing the idea of holding a session on Saturday to pass the agreed upon articles and postponing the contentious articles to a close session to pass them."
For his part, Sabah Taloubi, a member of the Parliamentary Integrity Committee, confirms that “until this moment there is no political agreement to pass the Federal Budget Law in the Saturday session,” stressing that “the differences with the Kurdish forces are still complex, and in addition to the demands of some parties also have not been resolved and there are no advanced results. “.
The Shiite forces propose to abolish the first paragraph of Article (11) that calculates the dues of the Kurdistan region for the previous years from 2014 to 2019 despite not handing over the oil and non-oil revenues and obligating the region to hand over 460 thousand barrels per day to the SOMO company, and in the case of non-commitment of the region, the expenses of the region are not reimbursed. The violator of this text bears legal responsibility
However, the Kurdish forces reject this proposal and insist on the need to adhere to the oil agreement signed with the government, which provides for the delivery of 250,000 barrels and fixing it in the budget with the settlement of the money owed by the government from 2014 until 2019.
Taloubi added in a statement to (Al-Mada) that "each party has a representation within the Financial Committee concerned with reviewing and amending the Federal Budget Law, and therefore where were these parties, why did they not include their demands and observations in the budget through their representatives?"
He indicates that "the inclusion of the budget on the agenda of the Saturday session is dependent on the agreement that may happen at any possible moment between the political parties," stressing that "the parliamentary and political movement will continue until the agreement."
He points out that "there are political groups and parties that are pressing for the inclusion of a special appointments file in the budget law, and this is unacceptable to other political blocs that demand equality between the Iraqi people with opportunities for appointments."
The recent agreement between the Kurdistan region’s delegation and the Shiite parties in parliament included the region’s delivery of 460,000 barrels of oil per day to the National Marketing Company (SOMO), and then retrieving 30,000 barrels to cover domestic consumption and electricity production, as well as 180,000 barrels to pay production and export costs in addition to 20 A thousand barrels as petrodollars dues for the region, but this agreement quickly collapsed.
He adds that "there are many things that need to be agreed upon to ensure the passage of the budget, and therefore all these indicators and data require time to be studied and agreed upon between the blocs and the political parties."
In addition, a member of the Parliamentary Finance Committee, Jamal Cougar, said that "there are many problems in the budget, and they cannot be easily solved," noting that the meeting of the House of Representatives on Saturday on the draft 2021 budget bill will not pass easily.
Cougar added that several items were included in the bill without the approval of the Finance Committee, and that some Shiite parties do not vote on it.
He pointed out that some of these parties "do not want to pass the budget because they do not want to hold elections, so they see many excuses for them, such as the excuse of the Kurdistan region, the value of the dinar against the dollar, and the excuse of the lack of justice between the provincial departments, all of this to prevent the passage of the budget."
The Iraqi government sent the 2021 budget bill to Parliament on 12-28-2020, and some articles and articles were amended by Parliament, but due to the parties ’differences, they were unable to vote.
In addition, a member of the Legal Committee in the House of Representatives, Hussein Al-Aqabi, spoke of two words that he said caused the upset of the Kurdish delegation and prevented the passage of the country's federal budget law for 2021.
Al-Aqabi said in a televised statement that "the Kurdish delegation requested the change of the word for oil imports delivery with the word production of oil imports in the proposed text of Article 11 of the region’s share, in addition to their request that the word deduction of operational and investment allocations should not be mentioned in the event that the region fails to deliver oil imports."
He added that "these two issues caused the Kurdish delegation to anger," noting that "the Kurdish and central sides do not want the problems to be solved at all," according to him.
