Sairun defend the budget: The refuseniks are bidding politically

Firas Adnan
All of them saw Parliament that the talk about the rejection of some blocks of the dollar exchange rate in the budget is "political auctions" and that the street knows that determining the value of the exchange is the prerogative of the Central Bank only.
It also said that 70% of the budget paragraphs are positive. She pointed out that the legislation brought about an increase in the financial allocation for the ration card, the petrodollar project and the social protection network.
"The federal budget is a very important law because it governs the financial and economic policy of the Iraqi state over the course of a whole year," said the representative of the bloc, Riad Al-Masoudi, in an interview to the (range).
Al-Masoudi added, "The draft budget suffered greatly before it was approved as a result of political conflicts, and passed through four difficult outlets, which are the government, the financial committee, political forces, and then the parliament."
He pointed out that "the issue of the budget is divided into a law and tables," indicating that "what is important for the House of Representatives is to vote on the law. As for the tables, they are numbers concerned by the Finance Committee, in which all political forces are represented in a balanced manner."
Al-Masoudi stated, “More than 55 sessions held by the Finance Committee; The discussion of the law resulted in one draft that was handed over to the deputies before the start of the voting session.
A member of the Saeron bloc stated that "a number of weekly and daily postponements have been exposed to the law, at a time when the Iraqi people are eagerly awaiting the voting process, and there are government benefits in need of funds, the most important of which is early elections."
Al-Masoudi asserts, "The budget texts are not heavenly, but rather man-made, and they may have positives and negatives, but the positive side is much better."
It is estimated that "the success rate in the budget according to the texts that have been voted on is 70%. As for talking about the large number of loans, this is not correct, as this matter was set for specific purposes."
Al-Masoudi talks about the positive aspects of the budget, as "it reduced operating expenditures from 164 trillion to 129 trillion dinars, and these efforts in turn led to a reduction in the proportion of loans and deficits." And he went on, "a real increase has occurred in the financial allocation of the ration card, an increase in the regional development project from 1 trillion to 4 trillion, and encouragement to the Ministry of Labor to increase the salaries and numbers of those covered by the social protection network." Al-Masoudi went on to "the most recent increase in the law for the funds of some ministries, such as the Ministry of Electricity, as well as more than 20 new strategic projects that will be in this budget." For his part, the other representative of the bloc, Badr Al-Ziyadi, said in an interview to (the range), that "the most prominent objection recorded by those who reject the budget law is raising the exchange rate of the dollar."
Al-Ziyadi added, "The Central Bank is responsible for that, but the exchange rate has not changed until after agreement with the political blocs, and that our accusation of responsibility for that is false." He pointed out, "The objections came after the vote on the law, and we did not witness that situation when the dollar exchange rate was raised three months ago."
Al-Ziyadi believes that "the rejecting positions that have been issued recently are political auctions," and stated that "the Iraqi street knows very well that the House of Representatives has no authority to reduce the dollar price."
A member of the Saeron parliamentary bloc stressed that "most of the political blocs participated in passing the law, and we did not see a deputy who objected to it in the voting session with its current texts."
Ziyadi concluded, "Those who appeared in the media and claimed that they would not vote on the budget if the dollar exchange rate did not change were present in the session and participated in passing it."
Representatives from the State of Law and National Approach blocs had declared that they would not vote on the budget law, and revealed that they were seeking to veto some of its paragraphs, especially those related to the dollar exchange rate through the Federal Supreme Court.
