    He explained, "The United States of America is constant in its foreign policy and does not differ much, but rather it is one and depends on institutions, not people, and therefore it does not change."
    He pointed out that "America does not discuss the cultural aspect as much as the economic and security aspects, and there is no twinning between Iraqi and American universities as is the case in other Italian and French universities."
