, the representative of the Iraqi coalition, Hassan Khatti, confirmed, on Thursday, that the appeal of one article or group of articles in the 2021 Budget Law does not affect its implementation until the Federal Court's decision is issued, indicating that the government is able to file an appeal in any approved article From the House of Representatives.
Khatti said, according to the official agency, that "the budget law has entered into force, and the appeal of one article or group of articles does not affect it and its implementation, and remains in effect until a decision is issued by the Federal Court."
He added that "the government has the right to file an appeal against any article approved in the House of Representatives, if the House of Representatives has exceeded its powers, and also the House of Representatives has the right to reduce the sums, but it is not entitled to increase them."
He pointed out that "the expected appeal relates to loans for electric power contracts, which is necessary and the House of Representatives did not cancel that paragraph, but rather worked to reduce those borrowed amounts."
He explained that "the court will look into the appeal and the articles that are to be challenged. If it is an objection to reducing amounts, then it is within the powers of the council," indicating that "the government’s talk of changing some amounts is possible, but if the change is within the powers of transfer, then this is constitutional and legal."
Earlier, the Council of Ministers authorized Prime Minister Mustafa Al-Kazemi to challenge some budget provisions before the Federal Court.
