A round of negotiations to replace 5 ministers precedes the holding of the first parliament session after the Eid
Baghdad / Muhammad Sabah
Differences still exist between the political blocs on the resumption of parliamentary sessions after the Eid holiday in preparation for presenting the list of ministerial amendments proposed by the prime minister for a vote.
On the other hand, political blocs are demanding that some ministers be questioned before voting to replace them.
Prime Minister Mustafa Al-Kazemi wants to replace five of his ministerial staff, who are the (resigned) Minister of Health, Finance, Industry, Trade and Agriculture, and he will send alternative names to the House of Representatives if the political forces agree to set a date for the next session.
Al-Kazemi's government faces difficult challenges in light of low oil prices and calls for renewed anti-government protests.
"There are remarks by the Prime Minister on a number of ministers, but the current situation and the approaching date of the elections may stand in the way of their replacement," Mudhar Al-Salman, a representative of the Sairoun coalition, said in a statement to Al-Mada
In a televised interview with a number of local channels broadcast last week, Prime Minister Mustafa Al-Kazemi expressed his intention to make changes in his ministerial cabinet as soon as possible, adding, "We have committed to many paragraphs of our government program."
Some media reported that Prime Minister Mustafa Al-Kazemi's intention to dismiss 8 ministers and indicated that he approached the Al-Fateh Alliance as the largest parliamentary bloc for the purpose of the ministerial reshuffle.
Salman adds that "the upcoming sessions of the House of Representatives will witness the vote on the replacement of the resigned Minister of Health by studying the CVs of a number of candidates who are all independents," stressing that "the change will include only the Minister of Health."
But he added, "But if there is an opinion of the Prime Minister to proceed with changing the ministers who have not made an achievement," explaining that "Parliament votes to replace the ministers to be dismissed at the request of the Prime Minister."
Last December, a number of media outlets circulated, for the first time, news of a government’s move to conduct a ministerial reshuffle that would affect five ministers facing charges of negligence and mismanagement, including the ministers of finance, trade, industry, electricity and oil.
The special committee set up by the House of Representatives and consisting of three legal advisors had completed scrutinizing three of the six interrogation requests in order to interrogate them, but the parliament presidency postponed some of these interrogations to the current legislative term.
Prime Minister Mustafa Al-Kazemi had previously stated that he was not satisfied with all of his cabinet ministers, and that there was an intention to make a ministerial change soon, while he called on the political blocs not to object to the Minister of Health, who would assume the position to succeed the resigned Hassan Al-Tamimi.
He stressed that "the current government inherited a heavy legacy from previous governments, and we are ashamed of the level of services that exist."
For his part, Rahim al-Aboudi, a member of the General Authority for the Wisdom Movement, explains in a statement to (Al-Mada) that “Prime Minister Mustafa Al-Kazemi has taken a decision to replace five ministers, who are each of health, agriculture, industry, trade and finance, and he will send a request to change them to the House of Representatives in the first session that will be held after the Eid holiday. “.
Al-Aboudi explains that "the replacement of these five ministers will be in two or more batches, as the first batch will be limited to the (resigned) ministers of health, agriculture and industry, and the second batch will be to replace the ministers of finance and trade."
A member of the General Authority for the Wisdom Movement warned that “this ministerial reshuffle was adopted by the Sairoun bloc with the support of the Prime Minister,” adding that “this ongoing movement between the various forces and political parties comes as part of the preparations for early elections, as well as a preparation for choosing the next ministerial booth.”
He points out that "some of these blocs and political parties began to discuss with each other the names of the three presidencies, as well as the names of candidates for the ministries for the next session from now," believing that "the ministerial change carries electoral and political dimensions."
He explains that "there is a difference between the political parties on setting a date for the voting session to change the five ministers," indicating that "there are blocs that insist on questioning the Minister of Finance before submitting his resignation, while other blocs go to vote on his resignation instead of setting a session for questioning."
